When I called CG&L, Rob Brown said he was still questioning flow projections, and the consultant was to provide more info. I decided to wait and see what Rob determines, since we default to CG&L flow guidance. Ultimately, the EA was stalled in the review process due to threatened/endangered species issues with USFWS. No. CS370524-02 We have revised the 201 Facilities Plan Amendment based on your comments included in your attached letter dated April 21, 2003. We offer the following responses to your comments. Section 3 1. Documentation for all wastewater allocations has been provided at the end of Section 3 of the report. 2. The population and flow projections have been revised so that they are in accordance with the guidelines in your letter and as discussed on the telephone between myself and Rob Brown of your office. Please note that the projections still indicate that a 3.3 mgd wastewater treatment plant is required to treat the flows projected for the 20-year planning period. Therefore, the development of a reserve -capacity -cost -ratio is not necessary. Section 4 1. The patent fee has been deleted from the present worth analysis. There are no patent fees associated with the proposed treatment equipment. 2. An alternative has been added to evaluate the present worth cost associated with a dual oxidation ditch system. August 4, 2003 Page 2 of 2 clarifier/single oxidation ditch system is more cost effective than a dual oxidation ditch system without primary clarifiers. 3. The oxidation ditch will include at least four (4) motor and drive units, allowing aeration to continue should one unit be out of service. All aeration equipment in the oxidation ditch will be accessible without the need to take the oxidation ditch off-line. The project includes two (2) primary clarification units to allow primary settling should it be necessary to remove one unit from service. The project will also include an emergency generator to meet the power reliability requirements. Public Participation 1. A public hearing will be scheduled after your office has indicated that the 201 Facilities Plan Amendment has been revised appropriately. We trust that the above revisions are satisfactory. Please find enclosed three (3) copies of the revised 201 Facilities Plan Amendment and Environmental Assessment (EA). Please note that an addendum to the Environmental Assessment was recently prepared and submitted to Ms. Hannah Stallings of your office, as well as directly to Mr. Mark Cantrell of U.S. Fish and Wildlife Services to address their respective comments. Since a FONSI for the Environmental Assessment had previously been issued by NCDWQ, an addendum to the EA was prepared to supplement the original approved EA. Thisaddendum is also included with the attached 201 Facilities Plan Amendment.
