Dear Mr. Lemanski:
Please find enclosed the Authorization to Construct permit for the subject wastewater
treatment facility. Final plans and specifications for the subject project have been reviewed
and found to be satisfactory. Authorization is hereby granted for construction of the carbon
filtration unit at the Spencer Yard. This addition will consist of two 5,000 pound carbon units
and associated piping and appurtenances.
This Authorization to Construct permit is issued in accordance with Part III, Paragraph A of
NPDES Permit No. NC0029246 and shall be subject to revocation unless the wastewater
treatment facilities are constructed in accordance with the conditions and limitations specified
in Permit No. NC0029246. Failure to abide by the requirements contained in this
Authorization to Construct may subject the Permittee to an enforcement action by the Division
. of Water Quality in accordance with North Carolina General Statute 143-215.6A to 143-
215.6C.
The issuance of this Authorization to Construct permit does not preclude the Permittee from
complying with any and all statutes, rules, regulations, or ordinances which may be imposed
by other government agencies (local, state, and federal) which have jurisdiction. The sludge
generated from these treatment facilities must be disposed of in accordance with G.S. 143-
215.1 and in a manner approved by the North Caroline Division of Water Quality. The
Operational Agreement between the Permittee and the Environmental Management
Commission is incorporated herein by reference and is a condition of this permit.
Noncompliance with the terms of the Operational Agreement shall subject the Permittee to all
sanctions provided by G.S. 143-215.6 for violation of or failure to act in accordance with the
terms and conditions of this permit.
Upon classification of the facility by the Certification Commission, the Permittee shall employ a
certified wastewater treatment plant operator to be in responsible charge (ORC) of the
wastewater treatment facilities. The ORC must hold a certificate of the type and grade at least
equivalent to or greater than the classification assigned to the wastewater treatment facilities
by the Certification Commission. The Permittee must also employ a certified back-up operator

of the appropriate type and grade to comply with the conditions of Title 15A, Chapter 8A,
.0202.
In the event that the facility fails to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be
required by this Division, such as the construction of additional or replacement wastewater
treatment or disposal facilities.
The Winston-Salem Regional Office, telephone number (336) 771-4600, shall be notified at
least forty-eight (48) hours in advance of operation of the installed facilities so that an on -site
inspection can be made. Such notification to the regional supervisor shall be made during the
normal office hours from 8:00 a.m. until 5:00 p.m. on Monday through Friday, excluding State
Holidays.
Upon completion of construction and prior to operation of this permitted facility, a certification
must be received from a professional engineer certifying that the permitted facility has been
installed in accordance with the NPDES Permit, this Authorization to Construct, and the
approved plans and specifications.
One (1) set of approved plans and specifications is being forwarded to you. A copy of the
approved plans and specifications shall be maintained on file by the Permittee for the life of the
facility.

General: The applicant submitted an ATC application package on 5/30/01 for
a carbon filtration system to reduce occasional detections of phenol in effluent,
which is currently limited at 0.032 mg/1 (Daily Max). The facility is currently
investigating the source of phenol, but would like to have the carbon filters
installed as a preventative measure. The ATC package included the necessary
plans and specifications.
NPDES Evaluation. The facility proposes the addition of two 5,000 pound
carbon filters (US Filtration Unit Model No. PV5000) placed in parallel. The
carbon filter system is sized to handle a maximum flow of 250 gpm; in
comparison, the maximum flow rate reported over the past several years is 125
gpm. Thus, the unit is conservatively sized. The unit will treat all wastewater
discharged via Outfall 011.
NPDES Conclusion: NPDES recommends ATC issuance.
WSRO Comments. WSRO recommends ATC issuance with no qualifications.

area was previously wetlands that were filled in the late
70's. The railroad yard consists of 375 acres and extends
for approximately 3 miles.

years. The original A/C was issued on 5/31/77.
Another A/C was issued on 6/16/88 for modification to
the overflow structure for the equalization basin.
e. Please provide a description of existing or
substantially constructed wastewater treatment
facilities: The 0.317 industrial WWTP (#011) consists
of track collection pans, bar screen, grit chamber, oil
skimmers, equalization basin, chemical feed (polymers
and peroxide for phenol destruct) and ph adjustment,
dissolved air floatation unit, floculator, clarifier,
aerated polishing pond, flow meter and outfall
structure. Sludge drying beds receive solids from the
DAF unit and waste oil tanks receive oil from the
skimmers.
The stormwater runoff treatment ponds (outfall #'s 001-
010) consist of a grit chamber, stabilization basin and
effluent control structure.

g. Possible toxic impacts to surface waters: The influent
to the industrial WWTP consists of diesel fuel and oil
spillage from the locomotive garage area and any
rainfall that would fall on the 5 acre site. In
addition, boron treated cooling water used in the
locomotives is also dumped, as well as a variety of
industrial cleaners used in the garage area. The
facility has failed four of their last seven bioassays.

a. Landfill: The dewatered solids from the DAF unit are
sent to the GSX Landfill in Pinewood, S.C.
Approximately 200 gpd of used oil is recovered by the
skimmers at the WWTP. The oil is stored in an above
ground tank for pick-up by an oil jobber.

PART IV - EVALUATION AND RECOMMENDATIONS
A compliance evaluation inspection conducted on 1-21-93
found the industrial WWTP to be in complete compliance for
1992 (except toxicity). The facility recently switched from
potassium permanganate addition to peroxide addition for
phenol destruct in an effort to reduce their toxicity
problems. The discharge from the WWTP is variable since
considerable flow comes from rainfall on the 5 acre
locomotive garage area. An equalization basin is used to
control rainfall and hold oils from the garage area.
The maximum pumping capacity of the industrial WWTP is
0.317. If the equalization basin is full and inflow is
greater than 0.317, the untreated wastewater/rainwater is
discharged directly into High Rock Lake through an overflow
structure. The structure was improved to prevent the loss
of oil from on top of the basin. (See A/C issued 6-16-88) .
Southern Railway has reported recemt overflows that occurred
on 5/28/90, 10/11-13/90, 10/22/90, 7/3/91 and 4/23/92.
The stormwater runoff treatment systems (outfall #'s 001-
010) are designed to provide a means of capturing any
floating oil materials that might be spilled in the yard
are. The ponds cannot be used to collect any water soluble
spills. Each pond receives rainfall runoff from a specific
section of the railroad yard. Discharges are intermittent
and occur only after rainfall. A review of the self -
monitoring data for 1992 does not reveal any violations of
the daily average of maximum limitations for Oil and Grease
at any of the ten outf al is .

Norfolk Southern Railway Company (NSRC) requests to modify the industrial wastewater
system located at Spencer Yard in Linwood, NC. The addition of carbon filtration is expected reduce
the concentration of phenols in the effluent to bring the discharge into compliance at Outfall 011.
Enclosed please find US Filtration Unit Model No. PV5000 filtration unit specifications and the
following:
