Dear Sirs,
The Town of Wake Forest, togetherwith the NG Department of Transportation ( NCDOT), is
currently in final design for the Srruth and Sanford Creek Greenway Project (TIP# C- 5164) in Wake
Forest This project will link several'key,sections -of existing greenway,together,by constructing Z5
miles of new trail and 7;920 linear feet of sidewalk using 8 bridges and 400 linear feet of boardwalk.
The Town's greenway master plan has identified this section as a high priority due to it being
adjacent to three schools, the potential trail use, and eventual connection with the, existing section of
greenway along Smith Creek at Burlington,Mills Road that already connects, to the, Neuse River Trail
and the,City of Raleigh, greenway system Furthermore, the greenway system in the Smith Creek
Watershed (USGS HUC 03020201) is a main stem of the future North Carolina Mountains, to Sea
Trail
The project is located just north of Rogers Road, connecting to an existing section of trail The
project,goes under-the Rogers Road Bridge ( NCDOT Project 1713P.5 R 47) and continues along the
east side of Smith Creek until its confluence with Sanford Creek It then crosses over Smith Creek
and runs along the north side of Sanford Creek until the Forestville Road Bridge (also part of
NCDOT Project 17BP 5 R 47) The trail then runs along the south side of Sanford Creek until
Marshall Farms Road in the Heritage South subdivision and then crosses over Sanford Creek one
last time to meet up with an existing section of trail In addition to greenway construction, the
project will also be adding a five -foot sidewalk along the west side of Heritage Lake Road from
Heritage Links Drive to, just 1150' south of the entrance to the Smith Creek Soccer Center
The Town will be impacting three locations along the Smith - Austin Stream Restoration Project
(EEP Project # 343) The project is located within the Neuse River Basin in United States
Geological Survey (USG$) 14 -digit Hydrologic Unit and Targeted Local Watershed 03020201070070
(North Carolina Division of Water Resources [NCDWR] subbasu103- 04 -02).

Area 1 is located at Heritage Lake Road 150 feet from the entrance to Smith Creek Soccer Center.
There is a small impact to zone 2 with the outlet of a 15" RCP stormwater pipe, permanent drainage
easement (PDE) and a grass lined swale at pipe outlet number 0401. In addition, there is a PDE at
the outlet of the 18" RCP pipe number 0404. This area reroutes an existing drainage swale and
removes a large dirt mount creating better hydraulics. The stormwater pipe is not perpendicular to
the stream and allows water to flow of the pipe and into the stream at a much lesser angle creating
less potential for bank erosion.

Area 2 is located at Heritage Garden Street. This connection was not originally in the project scope
but was added due to the high use and sensitive nature of the location. It is anticipated to cost the
Town an additional $75,000 to install the connection and reforest the area that was illegally removed
by citizens.
In the Smith -Austin Creek Restoration Project W6 Report (2008), it was noted that two areas of
vegetation had been lost due to citizen mowing /cutting. "Two locations on Smith Creek have
unwarranted stream crossings near the soccer fields where vegetation has been removed" page 5.
The locations are at EEP Project station 32 +30, with an 8 -10' wide cut dirt path, and station 37 +00,
with a 4 -5' mowed path.

In the spring of 2013, the Town of Wake Forest Parks and Recreation staff noticed that heavy foot
traffic from Heritage Garden Street continue to utilize the 8 -10' wide dirt path to access the soccer
fields and adjacent greenway path. The impacted reach of stream and riparian buffer is part of the
Smith -Austin Creek Restoration Project (EEP Project #343) that was completed in 2002. The
riparian buffer had been impacted by the cutting and clearing of approximately 10 -year old riparian
buffer trees, the construction of steps to access the trail from Heritage Garden Street, and the
repeated maintenance of the dirt path to prevent vegetative regeneration. The streambed was also
impacted by homeowners to facilitate the placement of footbridges by the placement of concrete
footers and foundation structure in the streambed and bank.
The town immediately took action and contacted Eric Glamb with EEP to assess the situation. In
repeated attempts to prevent the unauthorized activity in the restored reach, the Town put up
barriers and removed the footbridge over the stream on multiple occasions, but the homeowners
continued to access the restoration reach. As the problem continued, the stream banks began to
show evidence of erosion and woody vegetation was lost. Despite the Town's efforts, the problem
persisted and a long -term solution was needed. The Town determined that a permanent trail and
crossing could be installed in the area, at a safer and more stable location along the stream, and
would provide area citizens access to the soccer fields and greenway while limiting continued
disturbance. Impacts to this restored section of Dunn Creek will be confined to a planned and well-
placed crossing through the buffer and over the stream, and the existing unauthorized trail and
crossing will be removed and restored through replanting, restoring the functionality of the riparian
buffer, and preventing further erosion and sediment loss.
With the installation of the Smith and Sanford Creek Greenway Project, the Town of Wake Forest
proposes to eliminate the illegal cut through paths and re- vegetate with river birch and loblollies. We
also propose to install a permanent trail to give citizens access to the soccer fields and greenway
which would limit the disturbances to the restored section of Smith Creek, as noted in area 2. This
crossing will be at a suitable location, perpendicular to the stream in a straight section of stream. The
proposed pathway is 6 foot wide concrete, with a small boardwalk and a small precast pedestrian
bridge. The bridge and boardwalk will be overtopped frequently and have been analyzed using HEC-
RAS with a no rise situation. These specific design elements will lessen the amount of impact to the
restoration site and provide a much needed access point for citizens.
