Director NORTH CAROLINA Environmental Quality July 22, 2022 Mark Riggsbee- Deputy Chief North Chatham VFD 10214 US 64 E Apex NC 27523 Subject: Compliance Evaluation Inspection Permit No. WQ0021204 North Chatham VFD- Station #16 Wastewater Irrigation System Chatham County Dear Mr. Riggsbee, On May 10, 2022, Staff from the Raleigh Regional Office visited your wastewater spray irrigation system to evaluate compliance with the subject Non -Discharge Permit WQ0021204. You and Mr. Randall Jerrell's assistance was much appreciated. Our records indicate the wastewater treatment and irrigation facility that is permitted for 120 (GPD) consists of a: 1,200 gallon baffled septic tank with an effluent filter; a 132 square foot (ft2) gravity- dosed subsurface sand filter with a 0.91 gallon per day per square foot (gpd/ft2) designed loading rate; a tablet chlorinator; a 3,000 gallon storage/pump tank with a 2 (GPM) pump, an identical spare pump on -site, high water alarms and rain sensor; a 0.15 acre spray irrigation area consisting of 2 zones with 25 spray irrigation heads; and all associated piping, valves, controls, and appurtenances to serve the North Chatham Volunteer Fire Department Station #16. Non -Discharge Permit WQ0021204 authorizes the continued operation up to 120 gallons per day (gpd). The authorized irrigation is in accordance with the effluent limits and monitoring requirements established within the non -discharge permit. The items below show what conditions were noted at your facility: Findings during the inspection were as follows: 1. No later than six months prior to the expiration of this permit, the permittee shall request renewal of this permit on official Division forms. At the time of this inspection, the permit is in effect until 05-31-2027. The permittee shall maintain and operate the subject non — discharge facility so there is no discharge to surface waters, nor any contravention of ground water or surface water standards. At the time of this inspection, there was no evidence of any run-off or ponding in the spray fields, the spray heads delivered water in an even pattern, all the spray heads were spraying properly, and the vegetation in the spray field was mowed and well kept. 3. The permittee shall prohibit public access to the wastewater treatment, storage, and irrigation facilities. The system is adequately secure, and all necessary steps have been taken to secure the system. The spray fields are fenced in properly and the control panels are locked. 4. The permittee shall conduct and report any Division required monitoring necessary to evaluate this facilities impact on groundwater and surface water. The perm ittee had documentation of permit required lab results and the system met permit required parameters. 5. The permittee shall perform inspections and maintenance to ensure proper operation of the wastewater treatment and irrigation facilities. The permittee has hired a contractor (Randall Jarrell) to monitor and operate the spray irrigation system. All records, logs, and lab results were on site and in order. Mr. Jarrell ran the spray irrigation system in manual and the system appeared to run as designed. The proper chlorine tablets were used, and the audible/ visual alarm was operational. The rain/ moisture sensor was working properly. Please continue to periodically inspect the wastewater treatment facility in accordance with your Operation and Maintenance Agreement to ensure the treatment components are always maintained and in good operating order. You are also reminded to maintain associated maintenance records (permit required inspection log) onsite for a minimum of five years and available.for inspection.
