This letter serves to confirm our evaluation of the March 2014 Year 3 monitoring report for
Section One of Barra Farms II Mitigation Bank (Bank) located in Harrison Creek Bay wetland
complex, off Highway 53, near Cedar Creek Community, Cumberland County, North Carolina.
Also, please reference the approved July 2010 mitigation plan, the February 22, 2011 execution
of the Mitigation Bank Instrument (MBI) for this established bank, and our April 24, 2013 letter
response to the Year 2 monitoring report.
In review of the third year report for Section One of the Bank, our office agrees that the bank
is meeting the stem density success criteria for vegetation. While the mortality of pond pine
(Pinus serotina) exceeds 50% in three of the seven plots, remedial action is not required due to
the amount of volunteer wetland native species which were observed in the plots. For the
hydrology monitoring, the well results demonstrated that all (11) of the restoration wells
(including the supplement calibration wells), all (4) of the enhancement wells, and both of the
reference wells met the targeted hydrologic success criteria of 15% (or 45 consecutive days) of
the growing season under normal rainfall conditions.
Our office, in coordination with the Interagency Review Team (IRT), concurs that Task 5.0
in Table 5 of the MBI has been fulfilled and that 10% (or 8.0 credits) of the mitigation credits in
Section One of the Bank can be released for use. Last year's withheld 2% (or 1.6 credits) will
also be released due all the wells meeting the hydrology criteria under normal rainfall conditions.
To date, this brings the total release to 48.2 non - riparian wetland mitigation credits.

Please be reminded of your obligations pursuant to the February 22, 2011 Mitigation
Banking Instrument (MBI); and to continue maintenance inspections of the armored ditch plugs
and check dams within the bank in order to evaluate the condition and stability of each structure
