Yes 8 PROJECT SUMMARY: Project Setting The site of the proposed development is a 86,113 sq ft.(1.98 acre) waterfront parcel on the Pasquotank River, in Camden County, at the southern end and west side of One Mill Rd. (SR 1101) in Shiloh The parcel of land was purchased in 2013 by Camden County. Prior to the County purchasing the parcel of land the property was a residential home site. The existing site at the time of purchase included a single family dwelling, mixed gravel and concrete driveway, storage shed, boat ramp, pier, and a shoreline stabilized with bulkhead and riprap. Since the county has purchased the property the house and shed have been demolished (Spring 2014) The remaining structures on the property are a bulkhead with riprap, in front, a boat ramp, and a pier The existing bulkhead, riprap, boat ramp and pier all face south on the Pasquotank river The property is vegetated with indigenous grasses, wax myrtle, magnolia, red maple, pond pine, and other upland herbaceous plants. The most western side of the property consists of 404 wetlands, none of which will be disturbed by the proposed development. According to the United States`Department of Agriculture's Soil Conservation Service the soils on the property are from the yeopim silt loam series The Division of Environmental Management classifies the waters within this area of the Pasquotank River as SC and they are open to shellfish harvest Development Proposal The applicant proposes to construct a neighborhood park that will serve as an outdoor, waterfront recreational facility open to all residents and guests to Camden County The proposed development inside of Estuarine Water's (EW), Public Trust Area (PTA), and Estuarine Shoreline (ES) Areas of Environmental Concern's (AEC's) will include one new 86'x6' pier, one replacement 86'x6' pier, one replacement 61'x16' boat ramp, repositioning 376' of existing riprap that extends 9' out into EW's, and 369' feet of replacement bulkhead. The 376' of existing riprap will be repositioned waterward a few feet while the existing bulkhead is being replaced. Once the new bulkhead is completed the existing riprap will be placed back in its original position in front of the bulkhead. Proposed development inside of the ES, AEC consists of a new 147'x8' wooden boardwalk, three 300 sq ft picnic shelters, one light pole, one new sidewalk, one new cul -dew sac, and one, new drop inlet. The wooden boardwalk is proposed to be positioned adjacent to the bulkhead. The picnic shelters, light pole, sidewalk, cul -de -sac, and drop inlet all account for 6,1,93 sq ft of impervious coverage inside of the ES, AEC. The drop inlet, light pole, and a small portion of the cul -de -sac are proposed to be located within 30' of Normal Water Level (NWL) Proposed upland development include a 96'x170' gravel parking lot, a 25'x45' pavilion, a 25'x25',restroom facility, a septic field, a playground, a 300,sq ft. picnic shelter, an asphalt apron for the gravel parking lot, a fence, a light pole, and drainage ditches. Total disturbed area for the entire project is 70,293 sq ft (1.613 acres). water depths at the toe ,of the existing nprap were -2 5 to -2 8 ft and graded down to at least -3 0 ft with in about 10 ft waterward SAV Evaluation A ,SAV evaluation was conducted on June 6, 2014 and involved wading, viewing and physically touching the bottom The first phase of, this evaluation was to cover as, much of ,the shallow water area adjacent to the project as possible using snorkel and mask There was poor underwater visibility (approximately 1 ft), which is typical for this area along the Pasquotank River The surface substrate type is dominantly sand dominated There was no SAV observed to be growing, nor was there any observation of ripped up SAV along the shoreline (SAV wrack) The second phase of the evaluation was to systematically establish transacts in the water perpendicular to the shoreline with sampling stations along each transect. The sampling stations are the same locations as the plotted water depths. Proposed Development The proposed neighborhood park will serve as outdoor, waterfront recreation facility open to all residents and guest to Camden County On -site improvements will include a gravel boat and vehicle parking lot, a restroom facility, pedestrian sidewalks and boardwalks, a children's playground, one small pavilion, four picnic shelters and the repair /reconstruction of an existing waterfront bulkhead Upon completion of on -site improvements the property will have a built upon area of 20,616 sq ft , 23 94 % of the site area The shoreline parallel bulkhead, is proposed to be 147 ft,x 8 ft,and this will be a handicap access walkway with adequate space for fishing and ingress /egress The total length of the concrete boat ramp will be 61 ft (approximately half of the ramp will under water during normal conditions) The ramp will be constructed with permanent vinyl bulkhead sheeting and support piles along both sides out to the end of the ramp During construction, there will be temporary sheeting on the waterward,side of the ramp to create a cofferdam for pouring and Working with the concrete in d'ry conditions.as required This is not proposed to be a push -slab ramp We have found it advantageous to use sheeting along the side of the ramp to avoid undercutting scour of the ramp in the future There will also be staging piers on either side of the bulkhead (each 86 ft x 6 ft maximum) The existing shoreline bulkhead to be replaced will be 369 ft and will extend up to 3 ft above NWL During construction, the existing riprap will be moved /pushed slightly waterward of its' existing location to allow for existing bulkhead removal and new wall construction Upon completion of the new bulkhead, the rip rap will be returned to its' pre - existing location in front of the bulkhead Proposed improvements within the NCDOT Right -of -Way include paving a cul -de =sac at`the existing boat ramp, reconstructing the existing boat ramp, removing the existing staging pier and rebuilding two staging piers ( NCDOT encroachment agreement enclosed) a. Small portions of the right -of -way improvements will extend outside of the One Mill Road right -of -way The County has obtained an easement for the proposed work on the property owned by OLD Enterprises (an adjacent riparian owner) and identified on the design drawings (easement agreement enclosed) Total impervious cover within the 75 ft AEC will be16 2% Stormwater Management and Erosion Control The site will be developed and' permitted under a low density stormwater permit where the maximum allowed coverage will be 24 %. The total proposed improvements will construct 20,61'6 27 sq ft of built upon area and is 23.94% of the site area.
