A site location map is presented as Figure 1. The services were completed in general accordance with S &ME Proposal 1357- 25533 -12 dated July 16, 2012. The following sections summarize the field activities and findings of the sampling services. BACKGROUND INFORMATION Information regarding the proposed dam removal project in Henderson County, North Carolina was obtained during an initial site meeting located at the project site on June 13, 2012 between Mr. Dale Pennell and other representatives of McGill Associates (McGill), staff of the NC Wildlife Resource Commission, and S &ME's Darrin Peine. Additional information pertaining to the project was provided in an e -mail from Mr. Pennell to Darrin Peine and Michael Wolfe of S &ME on June 25, 2012 and a subsequent conference call between Messrs. Peine and Wolfe with Mr. Pennell on June 29, 2012. S &ME Proposal 1357- 25531 -12, dated July 16, 2012 was provided for Geotechnical and Natural Resources Services. McGill is planning construction for the removal of two existing concrete dams on the Big Hungry River, just above (Upper Dam) and below (Lower Dam) Big Hungry Road. At the request of the North Carolina Wildlife Resource Commission, soil disposal associated with the Upper Dam removal and stream restoration portion of the project is to be sampled and analyzed for contaminants per the November 14, 2005 Feasibility Study. McGill requested that S &ME collect four composite soil samples representing the sediment materials that may be removed during the stream restoration and submit S &ME, INC. / 44 Buck Shoals Road, Unit C -3 / Arden, NC 28704 / p 828.687.9080 f 828.687.8003 / www.smeinc.com Report of Sediment Contaminant Sampling SWE Project No. 1357 -12 -023 Big Hungry Dam, Henderson County, North Carolina September 19, 2012 samples to a certified laboratory for the following analyses: a) Grain size distribution (ASTM D -422); b) Polychlorinated biphenyls (PCBs) (EPA Method 8082); c) Pesticides (EPA Method 8081); and d) Metals: arsenic, barium, cadmium, total chromium, copper, lead, mercury, nickel, zinc (EPA Methods 6010, 7471). FIELD ACTIVITIES On August 23, 2012, Mr. Scott A. Spinner, P.G. and Mr. Matt McCurdy, P.E. were onsite to collect the sediment samples for contaminant analysis. Four composite soil samples were collected from the sediment within the project area (Comp -1, Comp -2, Comp -3, and Comp -4). The samples were collected by advancing a stainless steel hand auger into the sediment. Where the samples were collected below surface water, the hand auger was equipped with a self - closing bucket to help retain the materials. A Sludge Judge sediment sampler was also attempted, but was not able to penetrate more than a few inches of sediment due to rock pieces, organic debris, and the narrow opening of the sampler. The sample coordinates were obtained using a handheld Global Positioning System (GPS) unit. The sediment sample locations are depicted on Figure 2. Photographs of the sampling locations are presented in Appendix III. The following sections provide a description of the sediment sampling activities in association with the sample locations. Comp -1 Composite sediment sample Comp -1 was collected from directly upstream of the Upper Dam from the sediment beneath the ponded water behind the dam. The sample consisted of sediment from approximately five (5) locations behind the dam. The water level was about 5 feet below the top of a concrete platform at the west end of the dam. There was about 5 feet of water above the sediment. The samples were collected from 0 to 2 feet beneath the bottom of the water with a stainless steel hand auger equipped with self - closing bucket. The sediment obtained in this area was described as brown and gray sandy silt with clay and organics (leaves, sticks, etc). Deeper samples could not be obtained due to the water above the sampling location. The sediment was gently mixed to form a composite soil sample and immediately placed in laboratory prepared containers, marked with identifying numbers, and placed on ice in a sample cooler. Comp -2 Composite sediment sample Comp -2 was collected from one location along the edge of the river. The sample consisted of sediment from 0 to 3 feet beneath the bottom of the water (the water was 2 feet deep), and was obtained with a stainless steel hand auger. Deeper samples could not be obtained due to the water above the sampling location. The sediment from the boring was gently mixed to form a composite soil sample and immediately placed in laboratory prepared containers, marked with identifying numbers, and placed on ice in a sample cooler. Comp -3 Composite sediment sample Comp -3 was collected from one location along the edge of the river. The sample consisted of sediment from 0 to 6 feet below the ground surface, and was obtained with a stainless steel hand auger. The sediment was described as brown and orange -brown fine to coarse sandy silt with clay. Groundwater was encountered in the boring at approximately 4 feet below the ground surface, and auger refusal was encountered at 6 feet due to groundwater infiltration and a caving borehole. The sediment from the boring was gently mixed to form a composite soil sample and immediately placed in laboratory prepared containers, marked with identifying numbers, and placed on ice in a sample cooler. Comp -4 Composite sediment sample Comp -4 was collected from one location along the edge of the river. The sample consisted of sediment from 0 to 6 feet below the ground surface, and was obtained with a stainless steel hand auger. The sediment was described as brown and dark brown clayey silt with sand. Groundwater was encountered in the boring at approximately 4.5 feet below the ground surface. Apparent residual soil was encountered at 6 feet; auger refusal was encountered at 7 feet due to groundwater infiltration and a caving borehole. The sediment from the boring was gently mixed to form a composite soil sample and immediately placed in laboratory prepared containers, marked with identifying numbers, and placed on ice in a sample cooler. LABORATORY RESULTS Metals and Contaminants The collected composite soil samples were submitted to Pace Analytical Services, Inc. to be analyzed for: 1. PCBs by EPA Method 8082; 2. Pesticides by EPA Method 8081; 3. arsenic, barium, cadmium, chromium (total), copper, nickel, and zinc by EPA Method 6010; and 4. Mercury by EPA Method 7471. A qualitative review of the data was performed to verify that the detected concentrations in the laboratory report were of known quality. A formal, quantitative data validation was not performed. Laboratory - assigned data qualifiers were evaluated to verify that rejected Report of Sediment Contaminant Sampling SWE Project No. 1357 -12 -023 Big Hungry Dam, Henderson County, North Carolina September 19, 2012 or unsupportable data were not included in the dataset. Quality control data provided in the laboratory reports were also reviewed. No rejected or otherwise unacceptable quality data were reported from the laboratory. Each of the analyzed metals was detected in the composite samples. Due to the undefined source of potential sediment contamination, the Inactive Hazardous Sites Branch (IHSB) Preliminary Residential Health -Based Soil Remediation Goals (SRGs) were used for comparison purposes. Arsenic was detected in each of the four composite sediment samples at concentrations exceeding the IHSB Preliminary Residential Health - Based SRGs but less than the IHSB Protection of Groundwater SRGs. The remaining metals were detected in each of the collected sediment samples at concentrations less than either of the IHSB SRGs. No pesticides or PCBs were detected in any of the composite samples. The results of the laboratory analyses are summarized in Table 1. The laboratory report is included in Appendix I. Grain Size Distribution Grain size distribution tests were performed on composite sediment samples Comp -1 through Comp -4 in an S &ME laboratory in general accordance with ASTM D422. The results indicated the composition of the soils was widely varying. Sand content ranged from 24.2 to 77.9 percent, silt content ranged from 10.2 to 47.4 percent, and clay content ranged from 5.7 to 30.8 percent. The results of the laboratory analyses are summarized in Table 2 and the laboratory test reports are included in Appendix II. CONCLUSION /DISSCUSSION S &ME reviewed U.S. Geological Survey Professional Paper 1648, Geochemical Landscapes of the Conterminous United States — New Map Presentations for 22 Elements dated 2001 as means to compare the arsenic concentrations that were detected in the sediment samples with the metal concentrations understood to naturally occur in the United States. S &ME specifically examined the arsenic concentrations naturally found in western North Carolina. The arsenic concentration range that naturally exists in western North Carolina as identified by Paper 1648 is 3.1 mg /kg to 5.8 mg/kg. A comparison of the ranges presented in Paper 1648 and the laboratory data for the composite soil samples suggest that the concentrations of arsenic in the sediment samples are less than or within the range of concentrations known to naturally exist in western North Carolina. Therefore, these detected arsenic concentrations appear to be naturally occurring. SOLE USE STATEMENT All materials and information used for this project were obtained by S &ME.
