Yes, I previously permitted the decking /dock years ago. The only installation is the wall and 4' stairs. I removed
the dock access area from the application. It wasn't that important and I did not have a valid reason to request an
exception.

A walkway from the dock to the steps is really not the intent of this
rule. From the Catawba Buffer Rules:

As far as the steps go, if you can provide justification being greater than
4 ft. in width, please provide that information. If you would like, you
can forward information or pictures of the neighboring lots with the 8
ft. stairs and we can research to see if they were permitted this way,
installed prior to the Catawba Buffer Rules, or installed without
authorization.
Please provide an updated drawing to represent any changes to your
plan and include any updated impact amounts as well. Please send 1
copy of this information to my attention via email or...

Thanks Shelton, I was basing the request on what apparently was
approved recently for neighboring homes as I am not familiar with
the standards at that level of detail. They have stairways that are
approximately 8' wide at the bottom. Perhaps they were not
permitted or the standards have changed since both were recently
completed.
If I construct the stairs at 4' width, am I allowed to have a
connecting 4' wide paver walls form the dock to the stairs. It
would be approximately 6' long?
I will construct the stairs to the approved standard 4' width and
remove the adjoining access area of proposed stone if that is what
is required for approval. Based on these changes will the request
be approved? If so, do you need me to send new drawings or will
you pencil in the changes?
If a copy of the standards is available I would be interested in
reviewing them. As I stated earlier, I am required to comply with
different standards than other properties that have been completed
in the past year. If available, can you kindly forward me a copy?

remain 4 ft. from the top down to the bottom of the wall?
I will follow up with a letter if necessary including the above items.

Please see responses below.
1. Is the dock access area permissible if I change to a layer of loose
crushed stone instead of pavers to prevent erosion and allow the
area to remain pervious to water? Otherwise I can remove this
feature.
2. I proposed steps up to 8' wide on the shore line; however, this
was a maximum estimate. I originally estimated 4 -5 steps at
approximately 12" depth each so the maximum depth will be 6'. I
can adjust them to 6' wide at the base by 5' deep if necessary. The
blocks are front to back so they will have the same effect as a
linear wall.

reviewing the application. There are couple of questions that I have.
We have been reviewing your proposal but we cannot permit
the dock access as proposed. The Catawba Buffer Rules allow

necessary but the proposed access is 18 ft. x 20 ft. and 18 ft. by
14 ft. Please explain the need for this access area or explain
how this can be minimized.
What are the are the dimensions of the stairs? I see the sq.
footage is 48 sq. ft. but what is the proposed length x width?
