The rate of activation of this obligated, not yet tributary capacity is currently approximately 5.189 MGD per year; and that c. A funded Capital Project that will provide the required planned capacity, namely Stowe Regional Water Resource Recovery Facility is in design or under construction with planned completion in 2025 d. The following applies: ; and/or Paw Creek FM Replacement - 2022 Paw Creek Pump Station improvements - 2022 Charlotte Water's Capital Improvement Plan has allocated funds for improvements to the Paw Creek Pump Station Improvements and a new Stowe Regional Water Resource Recovery Facility ("Stowe Regional'). The design plan is for Stowe Regional to use the Long Creek Pump Station (LCPS) to house the second stage pumps of its influent pump station. In the short term, LCPS will also continue to house pumps which export flow to Paw Creek PS ("Paw Creek export pumps"). Currently LCPS has 8 MGD of export capacity, which will be increased to 12 MGD (firm) by 1st quarter 2024. Stowe Regional is under design and expected to come online in early 2026. Before Stowe Regional is brought online, a new headworks and Influent Pumping Station building wit be constructed adjacent to the LCPS, which will house the first stage influent pumps for Stowe and be the Paw Creek export pumps. Currently, Long Creek and Paw Creek operate as a combined system with the Long Creek pump station able to transfer flows to flow equalization tanks during peak flow events and then meter out flow to Paw Creek as conditions allow. Paw Creek Pump Station was awarded a permit on 8/27/2020 to increase firm pumping capacity to 20 MGD. Construction on this project has begun, and this project is anticipated to be substantially complete November 2022. Therefore: Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow to be permitted, without a significant likelihood of over -allocating capacity in the system infrastructure. I understand that this does not relieve the collection system owner from complying with G.S. 143- 215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste disposal system. The buildings will be served by a private sanitary sewer and water main. The private water line connects to an existing water main along Mount Holly Road and the private sewer line connects to an existing sewer system along Prado Lane near Sonoma Valley Drive. This project includes the installation of 14 LF of 8-inch PVC private combined domestic/fire water line from the meter to the backflow and 42 LF of 1.5-inch PVC private domestic water. An additional 1,840 LF of 8-inch combined domestic/fire water line, 50 LF of 6-inch fire line, and 254 LF of 1.5" PVC will be installed to provide water service to the buildings. The following water model calculations were performed by placing the needed fire flow on the proposed hydrant plus peak domestic demand from the buildings to verify that a pressure of 20 psi throughout the water distribution system will be achieved.
