The North Carolina Division of Water Resources conducted an inspection of the Rose Hill Plantation
WWTP on 7/15/2022. This inspection was conducted to verify that the facility is operating in
compliance with the conditions and limitations specified in Non-discharge Permit No. WQ0032016. The
findings and comments noted during this inspection are provided in the enclosed copy of the inspection
report entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
Melanie Kemp and Mikal Willmer, with the Asheville Regional Office, conducted a Compliance Evaluation Inspection of the
Rose Hill WWTF on July 15, 2022. This inspection was conducted to determine whether the facility is being operated and
maintained in compliance with Non- Discharge Permit No. WQ0032016. Bob Barr and Kevin Bryan (ORC), with RPB
Systems, were present during the inspection. A summary of the comments and recommendations noted during the
inspection are below.
The items listed during the previous inspection appear to have been corrected. The ORC reported no BOD exceedances
recently since the repair and regular maintenance of mixers. The irrigation fields are regularly mowed, and HOA members
are walking the drip lines routinely to note any leaks from the system.
Treatment system: The equalization tank appears to be working properly. The high-water alarm was tested - the light
activated but sound did not. System flow is currently approximately 9,000 gallons – well below capacity. Settleability had
last been checked a week prior, at 30%. Sludge was last pumped from the tank on March 25, 2022. The UV treatment
system was reported as functional. It is recommended that the ORC keep a supply of backup UV bulbs. The dosing tank
alarms were reported as functional.
Field application: The aboveground storage tank was reported as being rarely used – freeboard was at 19.75 feet. No issues
were reported with the drip irrigation system. The field appeared to be in good condition.
Recordkeeping: Lab data including soil fertility analysis was checked and all parameters appear to be within permitted
limits. It is recommended that the lab provide crop amendment recommendations in their report, based on soils data. The
O&M plan should be reviewed and updated regularly, to reflect current practices by the new owners and operations staff. The
listed ORCs need to be updated in the system to Kevin and Bob. It is recommended that the audible alarm for the
equalization tank high-water alarm be repaired.
