The force main and sanitary sewer will utilize the Bore and Jack method of construction to minimize impacts to streams Each impact sheet (W3 =W5) identfes multiple impact areas, with the exception of W5 which only identifies one impact area. This, pump station was required by the Town of Holly Springs and will, service the entire, Basal Creek Basin. The utility crossing will utilize the Bore and Jack method of construction to avoid impacts to the stream. See sheet 11 of 19 for utility profile; Impacts -Areas 2C and 2D includes permanent and temporary impacts to wetlands associated with BMP 2 & BMP 3 outfalls At BMP 2, the pond is set at the low point to service the drainage area which is, set between two large wetland areas and a main sewer corridor, therefore the outfall needs to be set at a lower elevation and in order for1he pond to drain it will require wetland impacts. At BMP 3, this pond elevation is dictated by the adjacent Town of Holly Springs greenway and pump- station, therefore in order for the pond to drain, the outfall will require wetland impacts. Additionally, Impact Area 2D includes permanent and temporary impacts associated with the pump - statin access road. ' SHEET WS:, impact Area' 3A includes permanent wetland impacts (permanently converted wetlands) for a 8" force a main connecting the pump- s`tation,to Piney Grove'Wilbon Road.. The,uhlity crossing{will'utilize the Bore and Jack method of construction `to minimize impacts to the stream but will need 10' wide temporary stream impacts-for construction equipment. Zone 1 & 2 Riparian Buffer impactswdl also be necessary at this offsite utility crossing. The Town is requiring that a 40' wide easement for future gravity and force main extensions however current - construction, only requires a 25' construction corridor and permanently maintained easement. See sheet 12 of 19 for utility pror ►le Furthermore, the applicant is aware of the regional conditions associated with the Nationwide Permits 18 & 29 With respect to residential development conditions (NWP 29- Regional Conditions section 4 0) the applicant does not ,anticipate any impacts4o streams or wetlands associated with stormwater facilities,, there are no impact associated with single- family recreation facilities, there are no permanent wetland or stream fills proposed within the floodway /floodplain and the stream classification for this project is B, NSW (Le not Outstanding Resource Waters, High Quality Waters, Coastal Wetlands or wetland adjacent -to these waters). With respect to the minor discharges condition (NWP 18- Regional Conditions section 4.0) this NWP is not being used in conjunction with a NWP 14 lb Specifically describe measures taken to avoid or minimize the proposed impacts through construction techrnques. Erosion & Sediment Control measures such silt fencing, rock check dams, inlet protections, sediment traps and /sediment basins will be used to treat runoff during construction.
