SUBJECT: Bridge #149 Replacement, SR 1664 (Middle Road), Alexander County
Dear Mr. Kichefski:
The North Carolina Department of Transportation requests authorization to replace a
deteriorating bridge on SR 1664 (Middle Road) in Alexander County. NCDOT proposes to
replace the existing single span, 20 fooY wide bridge with a 46-foot long, triple 10 foot x 8 foot
box culvert. Inlet and outlet riprap-faced floodplain benches (�60 feet) will be constructed to
maintain `naturaP channel dimensions upstreun and downstream of the proposed culvert. Coir
fiber matting will be urilized to stabilize the benches. Due to the severe meander in the stream
immediately upstream of the proposed culvert, approximately 17 feet of stream channel will be
relocated to better align with the culvert and the outside meander bend adjacent to the roadway
will be stabIlized with riprap (122 feet). Please note thaY the sixty feet of riprap faced bench
impacts and the stream relocation impact on the upstream side is within the 122 feet of bank
stabilizarion impacts. It is proposed ThaT the triple barrels of culvert will be constructed in stages
and impervious dikes will be utilized to manage the stream flow thtough the barrels during
conshuction. Any areas affected by the sTaging and temporary impervious dikes will be restored
to pre-project conditions. The total scope of the work will result in 228 feet of permanent
impacts to Big Branch, which is classified as a WS-1V watershed by Yhe N.C. Division of Water
Resources.
The project is not located within'/z mile of any critical watershed area nor is SR 1664 a rural or
urban arterial; therefore, hazardous spIll basins are not required. Enclosed is the hazardous spill
basin checklist. The proposed project has been submittedlcleared by the cultural resources office,
(Project Tracking # 12-09-0053). This oifice has conducted a threatened/endangered species
sarvey within the project footprint. The federally listed species for Alexander County (USFWS
listed date September 22, 2010) include dwarf-flowered heartleaf (Hexastylis naniflora) and bog
turtle (Glyptemys muhlenburgii). Nationa] HeriYage Program records documenY the nearest
heartleaf location 113 miles south of the proposed project area. The heartleaf is usually found
on dry to moist ravine slopes (usually north facing and of the oak-hickory-pine forest
type) and in boggy areas near springheads. There is no suitable habitat in the proposed
project area and no heartleaf species were observed within the project footprint No
impact on this species is anticipated. Natural Heritage Program records document the
nearest bog turtle location appro�mately 9.5 miles north of the proposed proj ect area.

Bog turtles are typically found in bogs, marshes, and wet pastures. There is no suitable
habiYat located within the project footprint. T/SA species are not subject to Section 7
consultation; however, no impact on this species is anticipated.

The purpose of the proposed work is to replace a deteriorating bridge for the safety of the travelling public.
3e. Describe the overall project in detail, including the type of equipment to be used:
NCDOT proposes to replace the existing timber deck bridge with a 46 foot long, triple 10' x 8' box culvert. Due to the
severe meander in the stream immediately upstream of the proposed culvert, approximately 17 feet of stream channel
will be relocated to better align with the culvert and the outside meander bend adjacent to the roadway will be stabilized
with riprap. Inlet and outlet floodplain benches will be constructed to maintain channel dimensions and to direct flow into
the center culvert cell. It is proposed that the triple barrels of culvert will be constructed in stages and impervious dikes
will be utilized to manage the stream flow through the barrels during construction. A temporary cofferdam diversion
channel will be used to manage the stream flow around the construction site. Any areas affected by temporary diversion
will be restored to pre-project conditions. All Best Management Practices will be utilized during the course of the project.
The Project will be constructed using typical heavy equipment (trackhoe, backhoe, etc.)
