SUBJECT: Bridge to Culvert at existing crossing Yellow Marsh Swamp on SR
1130 in Wayne County. WBS 17BP.4.R.56 ,
Dear Sirs:
The North Carolina Department of Transportation ( NCDOT) proposes to remove and
replace Bridge #131, a 2 span bridge, over Yellow Marsh Swamp on SR 1130 in Wayne
County. The existing bridge will be replaced with 2, 12' X 8' box culverts with
headwalls and wingwalls. This activity proposes to permanently impact a total of 51
linear feet of stream channel. Also 77 additional ft of stream and buffer will be
temporarily impacted due to access and dewatering. NCDOT anticipates that this pipe
replacement activity will be authorized under Nationwide Permit 14 and NCDWQ GC #
3886.

Agriculture, forestry, and rural residential. A relatively large impoundment known locally as Durham's Lake is immediately
upstream of the project.

The purpose of this project is to replace a failing bridge with a culvert on SR 1130
3e. Describe the overall project in detail, including the type of equipment to be used:
The existing two (2) span 35' x 25' bridge is structurally deficient and in need of replacement. NCDOT proposes to
remove the existing two span bridge and replace it with (2) 12'x8' concrete box culverts, 50' in length, with headwalls and
wingwalls. Based on hydraulic calculations and observations made on -site after heavy rain events, NCDOT believes that
this site will be adequately served by this configuration. Most of the work will be performed with an excavator. Clean
earthen fill will be used to backfill over pipe and behind the headwalls.

Comments: Since we are going from bridge to culvert stormwater will no longer be
concentrated on a bridge deck or through drain holes, therefore reducing the
occurrence of concentrated flow associated with this structure. Hereafter

stormwater will be allowed to sheetflow and dissipate across vegetated shoulders.
Existing ditches are present on all four quadrants. On two quadrants the last 50' of
the existing ditches will be piped through the wing wall and outlet onto riprap. This
will avoid the need to relocate the existing ditch. On a third quadrant we are
extending an existing driveway pipe to tie into the wing wall. See permit drawings.

NCNHP Databases indicated no occurrences of endangered species in the vicinity. Furthermore, existing stream
