SUBJECT: Bridge #255 Replacement, SR 1207 (Wood Road), Cleveland County
Dear Mr. Kichefski:
The North Carolina Department of Transportation requests authorization To replace a
deteriorating bridge on SR 1207 (Wood Road) in Cleveland County. NCDOT proposes to
replace the existing triple span, 18 foot wide bridge with a 52-foot long, double 8 foot x 8 foot
box culvert. Inlet and outlet riprap-faced floodplain benches (�60 feet) will be constructed to
maintain `naturaP channel dimensions upstream and downstream of the proposed culvert. Coir
fiber matting will be utilized to stabilize the benches. A total of 108 feet of an adjacent side
tributary must relocated due to the culvert conshuction. The constructed channel will tie inTo the
main channel at the end of the upstream bench. The slope of the side tributary is on a�5.6%
slope; therefore, the entire length of the channel will be riprapped. The riprap will be embedded
into the new channel (see detail2 on plan sheets) so as not to impede aquatic passage.
A temporary diversion channel will be used to manage the stream flow stream around the
construction site. Any areas affected by the temporary diversion will be restored To pre-project
conditions.
The total scope of the work will result in 160 feet of permanent impacts to two unnamed
tributaries to Ashworth Creek, which is classified as Class C waters by the N.C. Division of
Water Resources.
The projecY is not located within'/z mile of any critical watershed azea nor is SR 1207 a rural or
urban arterial; therefore, hazardous spill basins are not required. Enclosed is the hazardous spill
basin checklist. The proposed project has been submitted/cleared by the cultural resources office.
(Project Tracking # ll-10-0017). This office has conducted a threatened/endangered species
survey within the project footprint. The federally listed species for Cleveland County (USFWS
Listed date September 22, 2010) include dwarf-flowered heartleaf (Hexastylls nan�ora).
National Heritage Program records document the nearest hearkleaf location 3.4 miles northwest of
the proposed project area. The hearCleaf is usually found on dry to moist ravine slopes
(usually north facing and of the oak-hickory-pine forest type) and in boggy areas near
springheads. There is no suitable habitat in the proposed project area and no heartleaf
species were observed within the project footprint. No unpact on this species is
anticipated.

The purpose of the proposed work is to replace a deteriorating bridge for the safety of the travelling public.

NCDOT proposes to replace the existing timber tleck bridge with a 52 foot long, double 8' x 8' box culvert. Inlet and outlet
floodplain benches will be constructed to maintain channel dimensions. Due to the culvert construction, 108 feet of an
adjacent tributary will be relocated . A temporary diversion channel will be used to manage the stream flow around the
construction site. Any areas affected by temporary diversion will be restored to pre-project conditions. Ail Best
Management Practices will be utilized during the course of the project. The Project will be constructed using typical
heavy equipment (trackhoe, backhoe, etc.)
