Dear Mr. Ogburn:
Ron Boone, of the Winston-Salem Regional Office (WSRO) of the NC Division of Water Resources (DWR),
conducted a compliance evaluation inspection (CEI) of the Asheboro wastewater collection system
(WWCS) on June 22th, 2022. The assistance and cooperation of Shannon White, Michael Rhoney,
Sarah Laughlin, and Bobby Crandall was greatly appreciated. Inspection findings are detailed in the
attached compliance inspection report.
Please be aware that the Division may take enforcement action against any permittee who fails to
comply with any requirement of their permit. Pursuant to NC General Statute (NCGS) 143-215.6A, a
civil penalty of not more than twenty-five thousand dollars ($25,000.00) may be assessed against any
person who violates or fails to act in accordance with the terms, conditions, or requirements of any
permit issued pursuant to G.S. 143-215.1.

Inspection Summary:
Ron Boone, of the Winston-Salem Regional Office of the NC Division of Water Resources, conducted
a compliance evaluation inspection of the Asheboro WWCS on 6/22/22. The assistance and
cooperation of Shannon White, Michael Rhoney, Sarah Laughlin, and Bobby Crandall was greatly appreciated. Inspection
findings are detailed below and in the accompanying checklist.
Mr. Boone's overall impression of the city's collection system and it's operations and maintenance plan for the collection
system is favorable. Some notable items as listed below:
1. The city continues to have I&I related overflows at some of its pump stations. The city has undertaken many efforts in the
past to identify I&I sources and has made many system repairs where I&I was identified, but it still has yet to identify any
major sources that cause the significant I&I that cause these SSOs during heavy rain events. Efforts to identify and correct
I&I in these specific drainage sub -basins continue.
2. The number of high priority lines (HPL) currently identified is 25. Mr. Boone recommends reevaluating the system for the
presence of additional HPLs not yet identified. The currently identified number seems low given Asheboro's population,
geographical size, and hilly terrain.
3. The city's CIP is a couple of years out-of-date but still covers at least three years into the future. Mr. Rhoney stated the
CIP is currently being updated.
4. The Tot Hills subdivision has 18 simplex pump stations. The city does NOT own these stations. They are owned by the
individual homeowners. The city does provide maintenance and repair services for the stations. The homeowners provide the
necessary oversight to detect malfunctions and/or failures and immediately notify the city when maintenance or repair is
required.
5. The city's GIS mapping system for the collection system is excellent. The only deficiency is that the system does not
currently contain the pipe age attribute. However, the city is currently in the process of adding it to their GIS system.
Mr. Boone noted no other deficiencies or violations. Mr. Rhoney and Mr. White have established an excellent collection
system program.

Comment: Recurrent spills occur mostly at pump stations and are due primarily to I&I. The city has
undertaken many efforts to identify and correct I&I and continues to do so in an effort to
minimize it.
