Project Description: 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The is a redevelopment project. Existing conditions onsite consists of a parking lot and a retail shopping center buildings. Specifically, there is one (1) perennial stream located on the property. The perennial stream enters the property from a culvert outlet under E. Spring Street, flows south for about 132 feet to a culvert inlet prior to the existing shopping center buildings, flows in the culvert around the shopping center for about 430 feet, then outlets to the property to the southeast, flowing east for approximately another 250 feet before entering another culvert for another approximately 450 feet under parking areas, E. Roosevelt Ave and Wait Ave. General land use in the vicinity of the project consists of vacant forest land to the north, residential to the east, commercial to the southeast (auto shop that is being redeveloped), CVS pharmacy to the south, and commercial to the west (gas station, mini -storage, etc.). North White Street bounds the property to the west and East Spring Street bounds the property to North. 3b. As such mitigation is proposed for Impact 1, but not Impact 2. D. Impact Justification and Mitigation 1. Avoidance and Minimization la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. S&EC completed a wetland delineation and Neuse River Buffer evaluation for the entire property so that natural resources could be identified and impacts minimized to the maximum extent practicable. There are no impacts proposed to potentially jurisdictional streams, wetlands or other waters. Impact 1 is proposed permanent buffer impacts for a road crossing. This road crossing is necessary to access the development from East Spring Street as well as provide an additional point of ingress and egress for the proposed development. Retaining walls and headwalls will be utilized to minimize impacts and avoid any stream impacts. A portion of this impact will be occurring at already existing impervious areas. Compensatory mitigation @ a 3:1 mitigation ratio for Zone 1 and @ a 1.5:1 mitigation ratio for Zone 2 will be used to offset the permanent buffer impacts. Impact 2 is proposed permanent buffer impacts for a road crossing. This road crossing is necessary to connect portions of the residential development and will occur at a section of existing impervious area. A retaining wall will be utilized to minimize impacts and avoid any stream impacts. This crossing is also located at a perpendicular angle with the top of the drainage. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Pump around with coffer dams, super silt fencing, diversion ditches, and filter sock sediment traps will be utilized to avoid/minimize proposed impacts through construction techniques. 2.
