The Town of Parkton received a letter dated May 4, 2021 for the imposition of a sewer line
moratorium. The moratorium was issued in response to the discharge flow at the WWTP
exceeding 80% of the permitted flow for the year 2020. The letter states that permission may be
granted for sewer line approvals for facilities exceeding the 80% flow rate under the following
conditions: 1) the additional flow will not cause the facility to exceed its permitted hydraulic
capacity, 2) the facility is in compliance with all permit requirements and limitations and 3)
adequate progress in being made in developing engineering evaluation or plans and specifications.
Delegation for approval or denial has been given to the Supervisor of the Fayetteville Regional
Office.
The Town has been working with the Council of Governments and an engineering firm to identify
and resolve the flow issues at the WWTP. As you are aware, recent events occurring in Town has
led us to move forward with a request for a sewer line approval based on steps already taken and
those planned.
Is support of request, we offer the following comments:
• The moratorium was imposed due to the flow for calendar year 2020. This was an
extremely wet year that is sure to have impacted many wastewater facilities. There were
eight named tropical storms/hurricanes that affected North Carolina in 2020. Calendar year
flow at the WWTP has been below the 80%, with the exception of 2020:

The flow data indicates that the flow is greatly influenced by rain events and are not caused
by residential/commercial sewer connections. It is our belief that additional sewer
connections will not adversely affect the flow at the WWTP, and that the additional BOD5
loading would improve plant operations.
• The Town received an AIA (Asset Inventory and Assessment) grant for the wastewater
systems. Work performed consisted of diagnostic and evaluation efforts including CCTV,
flow monitoring, manhole inspections, and lift station assessments. The Town now has a
basis for requesting additional funding to make needed repairs at identified areas of
concern. A funding application was submitted May 2022 to initiate funding of the study.
• The population of the Town has remained steady for the past 30 years at about a population
of 429. Due to this trend, it is not anticipated that increase in permitted flow at the WWTP
would be warranted.
• Based on the sewer rehabilitation (sliplining) project in 2020, 29 sewer taps were
abandoned.
• The parshall flume flow meter at the WWTP discharges into a 4-inch line that flows to the
chlorine contact chamber. Based on visual observation of the water line at the discharge
end of the flume channel and the flow charts, we believe that the flume may be surcharged
during high flows which would result in false high readings. The surcharged would be
caused by the 4-inch pipe not being able to handle the higher flows associated with major
rain events. We will attempt to verify by observation during high flow events.
• The Town has scheduled a smoke test of the sewer collection system in June 2022, weather
permitting. Inflow during rainfall events is the major contributor to high flows measured
at the WWTP. Inflow points found during smoke testing are generally simple fixes and
can be accomplished by town staff, resulting in immediate results.
Based on the steps already undertaken and those that are planned for the near future we request
that the sewer line moratorium be lifted. If the moratorium will not be rescinded, we request sewer
line approval for the two lines that were recently installed and previously discussed at our earlier
meeting. The Town would not allow discharge from these lines until verification is presented that
the lines were installed per the State's minimum design criteria for public sewers. These two lines
have 12 residential connections.
