WBS 17BP.4.R.56 Dear Sirs: The North Carolina Department of Transportation ( NCDOT) proposes to remove and replace Bridge #136, a 2 span bridge, over UT to Toisnot Swamp on SR 1542 in Wilson County. The existing bridge will be replaced with 2, 12' X 6' box culverts with headwalls and wingwalls. This activity proposes to permanently impact a total of 40 linear feet of stream channel. Also 73 additional ft of stream and buffer will be permanently impacted due to channel improvements and bank stabilization. NCDOT anticipates that this pipe replacement activity will be authorized under Nationwide Permit 14 and NCDWQ GC # 3886. Explain the purpose of the proposed project: The purpose of this project is to replace a failing bridge with a culverted stream crossing on SR 1542. 3e. Describe the overall project in detail, including the type of equipment to be used: The existing two (2) span 37' x 25' bridge is structurally deficient and in need of replacement. NCDOT proposes to remove the existing two span bridge and replace it with (2) 12'x6' concrete box culverts, 40' in length, with headwalls and wingwalls. Based on hydraulic calculations and observations made on -site after heavy rain events, NCDOT believes that this site will be adequately served by this configuration. Most of the work will be performed with an excavator. Clean earthen fill will be used to backfill over pipe and behind the headwalls. 4. Jurisdictional Determinations 4a. For design storm (10 year) they range from 1.9 -2.5 fps. For bridge 136 two pipes 2 yr storm is 3.1fps (left) and 3.7fps (right), 10 year storm is 4.1fps (left) and 4.7 fps (right). For bridge 094 one pipe 2 yr storm is 2.5fps and 10 year is 4.5fps. Riprap (as shown) will be placed in front of wing outlets on bridge 136 and 94 in order to provide some additional energy dissipation as these design velocities are borderline erosive without riprap.
