The clearing limits had been flagged and orange safety fence installed which correctly delineated the limit of the wetland impact, but the silt fence around the tear drop area was not yet installed. Where the orange fence stopped, the equipment entered the Y32LPA2 in highground, but then went into and through wetlands within the teardrop shaped area in an attempt to find a more direct path to the area where they were processing logs. It sounds like the operator realized that he was in the wrong place when he saw the safety fence on the other side of the loop and then turned the equipment and exited through another area of wetlands. The wetland vegetation was pushed down by the equipment, but luckily the area was pretty dry and the equipment was wheeled as opposed to tracked. Anneliese walked the site and there did not appear to be any disturbance to the wetland substrate. The contractor is going to go ahead and install the silt fence around the entire teardrop area as per the EC plans and this should help to act as a barrier to keep equipment from entering the area through high ground. The contractor is also going to flag the interior wetland boundary with high visibility flagging. NCDOT construction and the contractor are reviewing similar areas that have unimpacted wetlands within interchange loops to determine additional areas for high visibility flagging and silt fence as appropriate to provide a physical barrier.
