Project Description and History State / Province / Region NC Country USA 4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: * On -site conditions generally consist of an historically channelized tributary to Davis Mine Creek and associated lawn areas. The current channel consists primarily of silt bottom and no other stabilizing in -channel structure. Banks are heavily maintained. Current channel dimensions are not suitable for flood flows typical of the watershed. Land use in the vicinity consists of residential subdivisions and fragmented mixed forest. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?* 0 Yes O No 0 Unknown 4f. List the total estimated acreage of all existing wetlands on the property: 0 4g. List the total estimated linear feet of all existing streams on the property: 481 4h. Explain the purpose of the proposed project:* The purpose of the project is to construct channel and bank enhancements to the channelized upper tributary to Davis Mine Creek to improve in -channel habitat and the ability of the channel to convey flood flows as flooding is major problem in the surrounding residential community. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:* This project proposes to restore to the channel and bank of the UT to Davis Mine Creek to improve channel stability and hydraulics of the watershed to reduce flooding. The project will result in 481 If/0.024 ac. of permanent impacts due to channel enhancement activities. Banks will be laid back and floodplain benches will be constructed. Riffle -pool bedforms will be installed along the entire length so that channel dimensions will be appropriate for the volume of 2-year flows. In -channel structure will also be improved with the construction of riffle grade control structures throughout the entire length of the channel. Approximately six 10-ft long/30 sq ft riffle structures will be constructed and spaced about 50 ft apart. This project will result in a channel with improved ability to hold flood flows; a channel that will be more resistant to deleterious erosion resulting from said flood flows; and a channel that will contain substantially improved in -channel habitat as the addition of riffles will provide substrate for a wide range of benthic fauna. Dewatering and pump around operations will occur so that work can be done in the dry. This PCN has previously been submitted and administratively canceled. It was assigned the project number SAW-2022-01311. A narrative containing design reference data and a statement from an NRCS Technical Service Provider approving of the design is attached. 5. Jurisdictional Determinations 5a. Have the wetlands or streams been delineated on the property or proposed impact areas?* OYes 0 No Comments: 5b. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: No loss of waters is proposed. All impacts aim to improve in -channel habitat and hydraulics. This project will result in a channel with improved ability to convey flood flows; a channel that will be more resistant to deleterious erosion resulting from said flood flows; and a channel that will contain substantially improved in -channel habitat as the addition of riffles will provide substrate for a wide range of benthic fauna. All activities are considered to be self -mitigating. 1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: All improvements will be constructed using natural channel design techniques. No artificial bank or channel hardening is proposed. Dewatering and pump around operations will occur so that work can be done in the dry. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a. Does the project require Compensatory Mitigation for impacts to Waters of the U.S. or Waters of the State? 0 Yes 4 No 2b. If this project DOES NOT require Compensatory Mitigation, explain why: No loss of waters is proposed.
