Niki, In response to your audit of the Bass Mountain buffer mitigation bank, you identified the need for the City of Greensboro to purchase an additional 666 sgft of buffer mitigation credit for their Alamance Church Road Widening project. They have completed that obligation by purchasing the additional credits from our Benton Branch buffer mitigation bank. The Mitigation Credit Transfer Certificate is attached including both MCTC for their project as well as the NCDEQ letter stating the need for the mitigation. NCDWR has audited our ledgers, identified the error, and requested we reach out to you explaining the situation. Attached is the original mitigation credit transfer certificate, and corrected mitigation credit transfer certificate as well as an updated ledger for our bank both referencing that this credit sale was for partial fulfillment of the mitigation need. Because the ledger and MCTC only indicated 333 credits, both documents need to more fully indicate that what was provided by IRS only PARTIALLY fulfilled the requirement. I'm afraid the fact that the partial fulfillment happened to be 1/3 of what was needed and the mitigation ratio factor was 1:3 may have further confused things. • Please add "PARTIAL" to the project name in the ledger: "(DWR #2020-0237)- PARTIAL". • As a reminder, for partial fulfillment of the required credits, the MCTC also must acknowledge that credits sold only satisfy a portion of the permit requirement and that the remaining credits need to be purchased by another mitigation bank/ provider. The MCTC must be corrected and reissued to the applicant, with DWR copied on that correspondence. Once the requested action items are completed and documentation addressing the items above has been received, DWR can proceed with finalizing the credit sale audit.
