I noticed when looking back through the PCN for the subject project that on Site 5 the diversion impacts were incorrectly calculated, and the stream was listed as intermittent when it should be identified as a perennial /relatively permanent water. Heavy rains in early 20'13 saturated the area, causing slope failure. The five sites are located in Cherokee- ' and Graham County, North Carolina. Although there are a total.of five sites, only,two of the_sites will involve in -water work. Below you will find adescription of the work for each of -these sites. At Site 4, located at milepost 6.422 along Route 423. (351.5'2.90 "N, 83 °49' 115N"W) in Graham County, the existing- double 18 -inch corrugated metal, pipes would be replaced with a 5 -foot by .)-foot reinforced concrete box culvert. Riprap would be placed on the downstream end of the culvert. At Site 5, located at milepost 7.285 along,Route 423 (35 "16'20'.210 "N, 83049' 15.020''W) in Graham County, the existing double 20 -inch corrugated metal pipes would ,he, replaced with a 7- foot;by 4 -foot culvert. The FHWAxespectfully requests certification of the proposed improvements. Please provide us with your response within.thirty days of the receipt of this letter. Enclosed you will find five copies of.the Pre- Constnuction Notification Application Form, one -hard copy of the Categorical Exclusion and one hard copy of the project planshr your review.
