Corey Basinger, Regional Supervisor Water Quality Regional Operations Section Mooresville Regional Office Division of Water Resources, NCDEQ Subject: Notice of Violation and Intent to Assess Civil Penalty Tracking Number: NOV-2022-LV-0451 Permit No. NC0077615 Origin Food Group, LLC redell County Mr. Basinger, Thank you for allowing Origin Food Group the opportunity to respond to the following Notice of Violation dated July 8, 2022: received July 11, 2022, This response pertains to the (1) BOD monthly average exceedtine, (1) TSS monthly average exceedance, and ( I) TSS daily maximum exceedance events that occurred during the May 2022 monitoring period. Origin Food Group's WWTP employs a storage tank with floats that must be dumped manually once full. Because the flow rate at the facility is so low, it has been prudent to let the storage tank fill before transferring it to the plant. There had been no flow at the facility since January 2022 -- as a result, sediment formed in the line due to the prolonged period of no use. On May 19th operations personnel made sure to collect routine samples at the facility as flow was present, The flow rate on this date W a s 800 gallons per minute. This flow rate W as too minimal to flush the line and push the residual sediment through. These factors together resulted in elevated TSS levels in the effluent. It is always the goal of Origin Food Group to remain in compliance Nvith regulations set forth by the Division of Water Resources. It is our request that our cooperation and action in these matters be taken into account by the Division when proceeding vith enforcement.
