1. We do need to know when the system shuts down. You can send the notification after the final discharge,
because that's what we want to know — when the discharge ceased.

3. Yes. We'd like to know ca. 90 days in advance, in case the MRO staff want to inspect the site before discharge
resumes.

Hi Charles,
For Certificate of Coverage # NCG510390, Phillips 66 is interested in shutting down the groundwater remediation system
to pursue alternative remedial options at the site which do not involve discharge under a NPDES Permit. However,
Phillips 66 would prefer to maintain the Certificate of Coverage in case they decide to restart the remediation system in
the future.
When you have time, please provide feedback to the following questions:
1. Does the Permittee need to provide notification to the NCDEQ regarding the official system shutdown date
regardless if the COC is maintained? If yes, how much advance notice is required?
2. While the system is shut down under an active COC, are any monitoring requirements of the Permit still in effect?
3. If the system is restarted in the future, does the Permittee need to provide notification to the NCDEQ regarding the
official restart date? If yes, how much advance notice is required?
4. Regarding the Facility Closure Requirements in the General Permit:
Section D. Facility Closure Requirements
The Permittee must notify the Division at least 90 days prior to the closure of any wastewater treatment system
covered
by this permit. The Division may require specific measures during deactivation of the system to prevent adverse

impacts to waters of the State. This permit cannot be rescinded while any activities requiring this permit continue at
the
permitted facility
If the Permittee decides to officially decommission the system and remove it from the site, is notification to the
NCDEQ required at least 90 days prior to removal of the system from the site?
