NPDES Permit NC0024376
Transylvania County
Dear Mr. Hill:
A letter of request for an Authorization to Construct (ATC) was received September 19, 2000, by
the Division and final plans and specifications for this project have been reviewed and found to be
satisfactory. Authorization is hereby granted for the addition of an equalization basin at The Wilds
Christian Camp & Conference Center 0.08 MGD wastewater treatment facility discharging into
Toxaway Creek in the Savannah River Basin. This ATC provides for no additional capacity at the plant
and the design flow shall remain at 0.08 MGD. Specifically, this ATC allows the installation of:
• A 3-ce11,50,000 gallon equalization basin with (2) 100 gpm pumps,
• Coarse bubble diffusers, bar screen, air lift pump, and flow splitter box,
• Conversion of the existing 20,000 gallon equalization basin to sludge holding,
• all additional piping, valves, control equipment and appurtenances.
Once construction under this ATC has been completed and an Engineer's Certificate has been
submitted, the permittee is authorized to operate the modified and/or additional units.
This Authorization to Construct is issued in accordance with NPDES Permit No. NC0024376
issued September 15, 1997, and shall be subject to revocation unless the wastewater treatment
facilities are constructed in accordance with the conditions and limitations specified in the permit.
The sludge generated from these treatment facilities must be disposed of in accordance with
G.S. 143-215.1 and in a manner approved by the North Carolina Division of Water Quality.
In the event that the facilities fail to perform satisfactorily, including the creation of nuisance
conditions, the Permittee shall take immediate corrective action, including those as may be required by
this Division, such as the construction of additional or replacement wastewater treatment or disposal
facilities.
