RE: PCN Application Package for 16 If of Stream Impacts and 1372 sf of Buffer Impacts
for Beaverwood Storm Drainage Improvements
The City of Raleigh Public Works Department, Stormwater Management Division
Wake County, North Carolina
Dear Ms. Higgins;
The project consists of the replacement of a 48" CMP piping network and associated inlets and junction
boxes along properties located at 7313 Beaverwood Drive and 7317 Beaverwood Drive. The project is
on private property but the work will be done by the City of Raleigh Public Works Department,
Stormwater Management Division as a part of the City's Stormwater Drainage Cost Share Program.
This program is a "drainage assistance program to provide cost - sharing assistance for engineering
design and construction of the improvements" on private property. In addition, "the property owner must
be willing to provide the necessary easements to construct the improvements and share in the cost of
the repairs ". The property owners at the listed addresses are participants in the Stormwater Drainage
Cost Share Program for the above listed project.
The existing system is failing in several locations and needs replacement. The existing network will be
removed and replaced with a 48" RCP system with associated inlets and junction boxes. The piping
network will discharge into an UT to Perry Creek which is within the Neuse River Basin. A riprap outlet
protection pad that is 161 x 10'W x 4'D will be placed in the stream at the outlet of the 48" RCP to
prevent stream erosion and scour at the pipe outlet.
The project will permanently impact the UT stream and surrounding Neuse River Buffer. The project will
create 16 If of permanent stream impacts and 1372 sf of buffer impacts (880 Zone 1 and 492 Zone 2).
Permanent stream impacts are for riprap stabilization in the stream. The buffers are primarily grass with
only three trees within the limits of disturbance. This project will remove two of the three trees within the
buffer. No wetlands are present.
It is WSP's pleasure to submit this PCN application package on behalf of the City of Raleigh. Please feel
free to contact me at (919) 678 -0035 or dale.hyatt @wsr)group.com if you have any questions or
comments.

D. Impact Justification,and Mitigation
1_. Avoidance and Minimization
1 a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project
The impacts, were minimized to the maximum extent possible The pipe was replaced in approximately the same location
as the existing pipe and the limits'of disturbance was minimized to that required to allow room for construction equipment
There is a scour Hole at the,end of, the existing 48" CMP so nprap'was added at the, outlet of the proposed 48" RCP to
prevent channel scour
b Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques
Construction equipment will be limited to the limits of disturbance shown, on the drawings This limit is the minimum
required for pipe removal and, insiallation allowing room for equipment The stream within the property limits is only 17'
The equipment will only be allowed on the properties where work is being done and only within the limits of disturbance
