Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The pad and ramp are designed at a minimal size to provide canoe and kayak access. The ramp only extends into the water enough to provide a depth of water needed to float a canoe or kayak at the normal water line fluctuations. This design is the alternative to a single lane concrete boat ramp lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: The launch pad will be built upon a soil and stone fill base allowing steep sides to get back to grade quickly. Minor earth will be removed so that articulated concrete pad can get to launching depth while running close to parallel to the shore rather than perpendicular. A crane will place the ramp in place to eliminate need for any heavy equipment close to the river. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
