Action ID# 200520934, DWQ Project # 05-0949 Dear Mr. Matthews: Enclosed are two copies of the site plans for the subject project, as requested on August 25, 2005. They show the proposed wetland impacts, including fill slopes, with the proposed lot layout shown as an overlay on the site plans. All jurisdictional wetlands, isolated or non-isolated, and streams or other waters of the State are shown as overlays on the site plans. Also enclosed are two copies of the plans and one copy of the calculations for the approved and existing stormwater management practices, which were designed to accommodate stormwater runoff for the entire 51-acre property, at maximum impervious surface development. (See correspondence dated August 3 and July 29, 1999) and finally, the approval letter from the Ecosystem Enhancement Program for In-Lieu Fee Mitigation, dated August 5, 2005, is also enclosed for your records. By copy of this letter we also submit seven copies of each of the above mentioned enclosures, with the exception of the Drainage Pond and Erosion Control Calculations, prepared by McKim and Creed Engineers, P.A. in March 1999, to the Division of Water Quality for review. The Ecosystem Enhancement Program is interested in coordinating with Mr. Shallcross on the stormwater detention system currently in place in order to design a restoration plan for Buffalo Creek immediately downstream of the subject property. Raleigh, NC 27607 M&C 1319-0001.OR RE: Response To Comments for Partners Equity Detention Pond - DWQ Project No. 970656 Dear Mr. St. John: In response to the comments from the review of the stormwater management plan and detention basin, we are providing the additional information requested in your letter dated July 29, 1999. 1. Permanent Water Quality Pool, Temporary Water Quality Pool The volumes for the forebays, permanent pool and temporary pool provided in the °401 Wet Detention Basin Work Sheet" do not appear to reflect the actual volumes reflected by the plans. As such, the volumes indicated in the "Work Sheet" would not be adequate to meet the NCDENR Stormwater Best Management Manual's design requirements. However, the actual volumes provided in the plans may be adequate. There was a mistake ion the calculation of the volumes that you noted. The correct information should be as follows: Bottom Elevation = 140.00 Permanent Pool Elevation = 143.00 Temporary Pool Elevation = 145.35 Permanent Pool Area = 49658 sf Drainage Basin = 50.9 ac. Impervious Area = 20.4 ac. Permanent Pool Volume = 89394 cf Temporary Pool Volume = 281,569 cf Forebay Volume = 19846 cf 2. Emergency Drain An emergency drain or similar mechanism must be provided to draw down the permanent pool volume. Please specify this on the engineering plans. Sediment Removal If the basin is proposed to be used as a sediment basin during construction, the plans must clearly indicate that accumulated sediment will be removed prior to implementation as a wet detention basin. We have provided a note in the construction sequence, as well as on the erosion control plan, stating that all accumulated sediment must be removed and proper grades achieved, prior to implementing as a wet detention basin. 4. Drainage Area Please indicate the drainage area including offsite drainage to the basin. We have enclosed a delineated drainage map showing the drainage patterns of the proposed detention basin. On and offsite flows are shown. 5. Stormwater Flow to Remaining Wetlannds As we discussed in our phone conversation today, the 401 Water Quality Certification issued September 4, 1997 for this project requires that some of the stormwater be diverted to the remaining wetlands. After consulting with Staff from this Office, recommend that 3 acres of impervious surface be directed to the existing 3 acres of wetlands. The runoff should enter the wetlands as diffuse or sheet flow at non-erosive or channel forming velocities. Please document the methods used to achieve the above. Diversion of 3 acres of drainage has been shown on the construction plans. We feel this provides you with the requested additional information required. The required additional information is as follows: 1.
