Description: Zachry Construction Corporation has been contracted to perform concrete paving work for
the RDU International Airport Runway 5L/23R and Taxiway B Preservation project. It is the intention of
ZCC to erect and operate a portable, temporary, central mix, concrete batch plant to provide concrete
solely for this project. Being that this project is extremely fast track in nature, the concrete plant that is
being presented in this application will have a very short operational duration. Upon completion of this
project in November 2022, this batch plant will be removed, and the site repurposed.

To follow up, we are contracted with Balfor Beatty, who is the CM for RDU on this pavement
preservation project at the airport. We will be setting up a temporary concrete batch plant to produce
concrete needed for the project. As part of the plant setup process, we are required to obtain coverage
under the general permit, NCG140000, which regulates the discharge of process wastewater to surface
waters in North Carolina. Part of the application process requires us to consider alternatives to surface
water discharge. In particular we are asked to consider taking the untreated wastewater to a local
wastewater treatment plant for processing. Would your facility accept this water?
I anticipate the pH of untreated wastewater to be 12+ and the TSS to be well in excess of 100 mg/I
