Description of Collection System &Treatment Process:
The Town of Stantonsburg wastewater collection system consists of approximately 10.5 miles of
sewer pipe which flows to the Town's lift stations, or travels by means of gravity through said sewer
pipe to the wastewater treatment facility located just off of Peacock Bridge Road. This wastewater
treatment facility has a permitted discharge rating of.375-million-gallon daily average and treats by
mean of a draft tube extended aerobic oxidation ditch, a separate secondary clarifier, aerobic digester,
and UV disinfection. The wastewater treatment is rated as Grade II treatment facility, and discharges
treated wastewater into nearby Contentnea Creek. The wastewater treatment plant also produces
residuals or a sludge by-product that is land applied at Granville Farms, Inc.'s permitted facility. The
Town completed construction of its Wastewater Treatment Improvements Project Phase I in the fall of
2014. This project consisted of the construction of a mechanical bar screen, a secondary, clarifier, a
sludge pumping station, an intermediate pumping station, an effluent parshall flume for flow
measurement, and ultraviolet disinfection system, a cascade post aeration and installation of electrical
generator.
The Town also received and treated the Town of Saratoga's wastewater which stopped at the end of
July 2021, as the Saratoga began sending their wastewater to the City of Wilson.
II. Performance:
Text Summary of System Performance for the Fiscal Year 2021-2022:
The Town's wastewater collection system encountered relatively few problems during the fiscal year
ending June 30, 2022, with the exception of exception of July 2021 and the first half of August 2021
with excessive flows. This was due the continued well above average rainfall from the first half of 2021
that plagued the area and continued until the first half of August 2021. After August, the area began a
drying trend. This trend has continued throughout the rest of the fiscal year. At the time of this report,
Wilson County is classified as in an extreme drought. Although, with the excessive flows in July and
August 2021, the collection system experienced no known or reported spills.
The Town had an expansion of the sewer system which extended 3,805 linear feet of 8-inch sewer
main to a new 41 lot sub-division on Sand Pit Rd.
The Town was awarded an intent to fund from the State Revolving Fund Section for a$1,387,776.00
sewer rehab loan. Currently the Town is pursuing additional funding to assist with this loan amount
and help to maintain our debt service at manageable levels. This funding will allow the Town of
Stantonsburg to continue to address Inflow and Infiltration issues of the collection system.
Importantly, the Town's wastewater treatment plant experienced relatively few problems with the
exception of the excessive flows with the continued well above average rainfall from the first half of
2021 that plagued the area and continued until the first half of August 2021. As stated above, a drying
trend begun and continues as of the date of this report. At the end of fiscal year 2021-2022, Wilson
County is categorized as in "Extreme Drought". With these continued dry conditions and no longer
treating the Town of Saratoga's wastewater, the Stantonsburg WWTP was compliant throughout the
fiscal year and continues to operate well below its permitted capacity. No major mechanical failures
occurred, and normal and routine maintenance was performed by town staff.
Unfortunately, in calendar year 2020, our area had 73+/- inches of rainfall. This is nearly twice the
average rainfall for Wilson County. This caused the Town of Stantonsburg WWTP to operate at 83% of
it's daily average permitted capacity. In May 2021 the Town was notified from NCDEQ that is would be
placed on a Sewer Moratorium due to being over 80% capacity for calendar year 2020. This Sewer
Moratorium was lifted and the end of 2021 after it was shown that 2020 was an abnormally wet year
and that the Town of Saratoga contributed to as much as 25% of flow in 2020.
Month by Month Summary of the Svstem's Performance for Fiscal Year 2021-2022:
July 2021: The Town's wastewater treatment plant and collections system operated as expected with
only minor issues. Average flow totals were above average due to heavy rains on July 26th, and a total
monthly rainfall of 8.5 inches. Also, the Town of Saratoga began sending wastewater the City of Wilson
on July 23rd 98,000 gallons of residual sludge was hauled away and land applied by Granville Farms.
This higher amount of residual sludge was due to the digester needing to be emptied and cleaned.
August 2021: The Town'Wastewater treatment plant and collections system continued to experience
above average flows at the beginning of August due to continued wet conditions, coming out of July,
but the wastewater treatment plant and collection system was able to handle flows and stay in
compliance with permits. No sludge was land applied for the month of August.

September 2021: The Town's wastewater treatment plant and collections system operated without
incident during the month of September. With the continued drying trend, and the loss of Saratoga,
Stantonsburg WWTP operated at only 20% of its permitted treatment capacity. No residual sludge was
hauled off by Granville Farms or land applied.
October 2021: The Town's wastewater treatment plant and collections system operated with only

minor issues. No sludge was hauled off during the month of October.
November 2021: The Town's wastewater treatment plant and collections system operated with only
minor issues. No sludge was hauled off during the month of November.
December 2021: The Town's wastewater plant and collections system continued to operate with only
minor issues that were corrected by Town staff. 21,000 gallons of residual sludge was hauled off by
Granville Farms and land applied by Granville Farms.
January 2022: The Town's wastewater treatment plant and collections systems experienced a few days
of moderate rainfall and 4 inches of snow that fell January 22nd but the WWTP continued to operate
well below permitted capacity with no issues. No residual sludge was hauled off by Granville Farms or
land applied.
February 2022: The Town's wastewater treatment plant and collections systems continued to operate
well with only minor issues. The WWTP was inspected on February 23rd by NCDEQ Inspectors and was
found to be operating in compliance of its NPDES permit. 28,000 gallons of residual sludge was
removed for the month of February.
March 2022: The Town's wastewater treatment plant and collections system experienced a drying
trend in March with just 1.7 inches of rainfall for the month. All processes operated with only minor
issues that were resolved by town staff. 35,000 gallons of residual sludge was hauled off by Granville
Farms and land applied.
April 2022: The Town's wastewater treatment plant and collection systems operated under normal
conditions and had no issues for the month of April. No residual sludge was removed this month.
May 2022: The Town's wastewater treatment plant and collections systems operated without issues.
No residual sludge was removed or land applied by Granville Farms.
June 2022: The Town's wastewater treatment plant and collections systems continued to operate
normally. 42,000 gallons of residual sludge was removed in June.
III. The Town of Stantonsburg has a copy of this annual performance report on its community
bulletin board in the Town Hall. The bulletin board also advised citizens that copies of the
annual performance report are available upon request. The Town also placed a public
notice on its July utility invoices, informing interested citizens that copies of this annual
performance report were available upon request during normal office hours.
