Dear Mr. Davidson:
This letter provides DEQ with additional information regarding the fecal coliform permit limit
noncompliance on April 5, 2022. As Pactiv Evergreen's 5-day notifkation letter explains, the fecal
coliform incidents are directly related to the Town of Canton's influent which is treated at the Canton
Mill wastewater treatment plant.
The Mill has completed the following steps to help prevent OR to help ensure the prevention of future
re -occurrences of this event:
1) The Mill's WWTP operators are monitoring the Town's disinfectant addition (Sodium
Hypochlorlte) on a 24-hr basis (i.e. the Mill is monitoring the free chlorine residual on the town's
influent sample on hourly basis).
2) The Mill has increased the free chlorine residual target on town's Influent from 4 ppm to 10
ppm. The Mill and Town are also working together to ensure sufficient quantity of sodium
hypochiorite is readily available in chemical totes at the site, including spare totes provided by
the town.
3) The Town notified the Mill that a contract has been awarded to the Town for the construction of
the bulk disinfection addition.
4) The Mill will continue to collaborate with Town officials to design and install a permanent,
automated disinfection process, to allow for adequate residence time, and effective
disinfection.
The Mill will update the Division of Water Resources with any future developments (including, once
known by the Mill, the timeline for construction of bulk disinfection addition).
