Hanes mill Rd, Suite 300 Winston Salem, NC 27105 Dear Ms. Homewood: Thomas Brown East Division Wetland Specialist Please reference the Request for Additional Information from your office, received by email on June 17, 2022, associated with SWR#20220241. A response to the request can be found below, with the questions/comments from the request underlined. 1. With regards to the stream relocation around the North Pit the plans appear to indicate that the tie-in locations with the existing stream may occur at angles close to 90 degrees. Please either provide more detailed scaled drawings of the proposed tie-ins so that we may evaluate any concerns for instability caused by extreme radii of curvature or provide assurances that a qualified individual will oversee the construction of the relocation channel. [15A NCAC 02H .0506(b)1 Please see the attached updated channel design showing the gradual tie-in angles. The entire channel will be constructed and stabilized before it is tied into the existing channel. Both Phillip Pressley, Sr. Environmental Engineer, Martin Marietta, and myself, will oversee the construction, stabilization and tie-in of this channel. 2. With regards to the detailed culvert design drawings provided, the plans state that the culverts will be installed in the dry, however the Division's previous request on March 23, 2022 specifically requested "a detailed construction sequence demonstrating that the construction will be conducted "in the dry" and showing limits of all erosion control measures necessary to protect the adjacent wetlands." The statement provided on the plan sheet is not specific enough for the Division to evaluate whether the construction sequence and construction activity will cause or contribute to any water quality standard violations (wetland violations). [15A NCAC 02H .0506(b)] The Culverts on the proposed roads will be installed in the dry. If required, sandbagging the stream and pump around method will be used in order to assure work is completed in the dry. As shown on the plans provided in the application, the culvert within the stream channel will be buried 1ft to allow aquatic life passage. All other culverts will be installed with the bottom at approximately existing grade. The road will be constructed using clean material which will be stabilized by seeding and appropriate erosion control measures. Culverts will be properly bedded and the road will be compacted as it is constructed. There will be no clearing of vegetation within wetland areas outside of permitted impact areas. Stormwater and erosion control measures will be installed as required by NC DEMLR. 3. The proposed mitigation plan includes preservation of the Woods Tract. You state that the "main current threat" to this land is timbering, however the Division is unclear how donation of this land to the Forest Service removes this threat or how donation to the Forest Service provides perpetual conservation of this wetland. Please provide further specifics and detailed assurances regarding the long-term protection of this property. Upon receipt of this information the Division will need to confer with the Interagency Review Team agencies to evaluate whether the proposed preservation can be considered as a valid part of your proposed mitigation plan. [15A NCAC 02H .0506(c)1 Martin Marietta is currently working with The Coastal Land Trust and The Nature Conservancy to preserve the Woods Property in perpetuity.
