Please find attached the updated T&E memorandum for R-5819/R-5820 Columbus County project
completed by NV5. A new population of Cooley’s meadowrue was found just outside of the
construction limits of the projects along Ben Jones Road. Through discussions with hydraulics
personnel, it was determined that hydrology will not be altered at this site. This past Monday, July
11, 2022, we installed a safety fence around the population (see attached photo) and instructed
Roadside Environmental personnel to place “Do Not Mow” signs at the location. We are requesting
your concurrence with the Biological Conclusion of May Affect, Not Likely to Adversely Affect for
Cooley’s meadowrue and the other Biological Conclusions determined for the other listed species.
