I hope this e-mail finds you well. I'm reaching out to you in regards to an issue that the Stormwater
Division has noted with one of the Stormwater Control Measures (SCM's) located at the UNCSA
Central Storage Facility at the intersection of East Acadia Street and Sunnyside Avenue in Winston-
Salem.
You submitted the most recent inspections on behalf of UNCSA for this facility last November and
that set of inspections had noted no issues at that time. I carried out a random inspection of the
facility today, Monday May 16th, and found that the bio-retention cell on the eastern side of the
property adjacent to Sunnyside Avenue has what appears to be either a 4" diameter or 6" diameter
terracotta pipe that appears to drain under, or in the direction of Sunnyside Avenue. The pipe is
located approximately half way along the eastern side of the bio-cell at the bottom of the interior
side slope. The design plans for this bio-retention cell have no such specifications for a terracotta
pipe, or any other pipe, to be located in that area and nor do the as -built records indicate the
presence of this pipe. It is definitely not part of the bio-cell underdrain system. My assumption is this
is an old pipe that precedes the bio-cell construction and that it was not visible until now. It is
located about 6 inches to a foot below the top of the sodded cell and it looks like overtime it has
"sucked" some of the surrounding soil into it creating what a small sinkhole type area in front of it.
The pipe is about half full of sediment and thus my assumption of that the soil was slowly sucked
into the pipe over time and only recently became visible. This pipe while small in size, needs to be
removed or plugged and the small hole that had developed filled in and stabilized as otherwise it will
serve to allow "short circuiting" of the ponded volume from the bio-cell since its below the elevation
of the control weir. I've attached photos of the pipe and also a photo of the overall bio-cell. Apart
from this one issue everything else looks to be in compliance at this facility in terms of the
stormwater management system.
This e-mail shall serve as the official notification from the City of Winston-Salem Stormwater Division
to UNCSA to address this issue. We request that a written response (e-mail will suffice) outlining a
plan of action be sent to me within 30 calendar days from now. This plan should outline when this
matter will be addressed and what actions will be taken to address it and then once it is addressed
photos taken of the resolved issue and sent to me to let me know that the work is complete. At that
point I will carry out a re -inspection to ensure the matter has been adequately addressed.
