Mr. Strickland,
I'm reaching out to you in relation to the Stormwater Control Measure (SCM) located at 3105
Kernersville Road in Winston-Salem. The listed contact for SCM owner, Teramore Development LLC,
is Steve Hufstetler but I do not have an available e-mail address for him on file -just a mailing address
and phone number. I do have an e-mail address listed for you in my development file and so I am
contacting you in lieu of Mr. Hufstetler, since you are also a representative of Teramore
Development LLC. I therefore request that you or Mr. Hufstetler address the issue outlined in this e-
mail.
This SCM, which is in this case is a sand filter, was inspected on behalf of Teramore this past March
by Anthony Westmoreland who is with Stormwater Operations Specialists. Mr. Westmoreland is
copied in this e-mail. That inspection noted that the sand filter area needed to be "tilled" to freshen
up the sand area of this system. I carried out a random inspection of the SCM today, Monday May
16th and found that this item has not yet been addressed. In fact it appears that while the filter is
draining there is still a significant "capping" layer of sediment that has become deposited onto the
sand and this is allowing weeds and other vegetation to grow on top of the sand filter. This layer of
sediment and any weeds and invasive species needs to be removed and the sand layer returned to
its original condition free of such sediment and invasive species.
This can be done by either:
1. removal of the weeds and invasive species from the sediment, removal of the sediment by
skimming the top of the surface and once those two steps are done tilling of the existing top
few inches of the sand, or
2. replacement of the existing top few inches of the sand if the sand has become too
contaminated with sediment.
If no action is taken it may impact the performance of this SCM further in treating and attenuating
the design storm events. The inspection also noted a small area of bare soil near the top of the
western side slope in the vicinity of the forebay area. This area also should be addressed and
stabilized with sodding or matting and seeding so that it does not erode in the future and deposit
potential heavy sediment loads into the SCM. I've attached photos of the areas of concern in this e-

mail for your use.
This e-mail shall serve as the official notification from the City of Winston-Salem Stormwater Division
to Teramore Development LLC to address this issue. We request that a written response (e-mail will
suffice) outlining a plan of action be sent to me within 30 calendar days from now. This plan should
outline when this matter will be addressed and what actions will be taken to address it and then
once it is addressed photos taken of the resolved issue and sent to me to let me know that the work
is complete. At that point I will carry out a re -inspection to ensure the matter has been adequately
addressed.
