CITY OF WINSTON-SALEM STORMWATER SYSTEM INVENTORY
(Updated December 15", 2021)
Definitinn
The City of Winston-Salem's Inspection and Maintenance program comes as a result of its obligation
under Permit NCS000247 to maintain ongoing Pollution Prevention and Good Housekeeping of its
Municipal Separate Stormwater Sewer System (MS4). As part of the Operation and Maintenance (O&M)
of this system, the City has established a set of standard operating procedures governing the
Maintenance portion of this obligation through the following:
o Initiation Protocols
o Inspection Protocols
o Evaluation Protocols
o Maintenance Protocols
o Preventative Maintenance Protocols
o Support Protocols
These individual categories outline the specifics of how inspection needs are identified, how inspections
are prioritized, how the results of those inspections are evaluated, and how maintenance actions are
prioritized and executed. It also identifies the methods, skills, equipment, and staff assignments
associated with each protocol.
Objectives
The purpose of the Inspection and Maintenance program is to actively monitor the condition of the City
of Winston-Salem's MS4 system. By taking a proactive approach, the City can minimize the frequency of
spontaneous system failures from occurring. This program is comprised of a multifaceted approach of
identifying, inspecting, evaluating, and maintaining structures so that the individual components can
achieve a maximum useful lifespan before having to be replaced.
Inventory of MS4 Assets and Maintenance Equipment
The City of Winston-Salem maintains a digital inventory of all pipes, culverts, inlet structures, manholes
and junctions belonging to its MS4 system by way of Geographic Information Systems (GIS) mapping.
This inventory allows City staff to readily identify the assets in the ground at any point by asset type,
material, size, configuration and other relevant information so that action can be taken quickly and
efficiently from the onset of an issue, whether that be inspection or maintenance.
Utilizing this information, members of the City's drainage maintenance staff can deploy for
inspection or maintenance of an issue having the proper tools and equipment at their disposal.
Under direction of the Deputy Director of Streets and Maintenance, the Operations Manager and
Drainage Supervisor direct Senior Crew Coordinators to dispatch the appropriate work crews to the
task at hand. Some of these items may include:
o Pry bars, manhole hooks, and other hand tools for accessing structures
o Flashlights, mirrors, snake cameras, pole camera for visual inspections
o Crew Truck with hoist (small slab access)
o Slab Truck equipped with large crane (large slab access/replacement)
o CCTV Camera Inspection Truck
o Jetter Truck
o Vac -All Truck
o Heavy Equipment, such as dump trucks, excavators, etc.
Advanced knowledge of the system provides the City with the ability to deploy resources efficiently to
maximize effectiveness and minimize maintenance times. Specialized equipment ensures that the City
can respond to a myriad of issues immediately rather than being forced to rely on contractor availability
for inspections and/or maintenance. However, all municipalities reach a point where their resources are
exceeded, and in those events the City does readily deploy pre -vetted contractors to address issues
beyond our means.
As part of the City's ongoing effort to maintain good working GIS information of its system, as well as
knowledge of the outfalls within that system discharging directly into the various creeks within its
jurisdiction, a revolving annual contract with HDR, Inc. has been established. This contract covers
approximately 1/5 of the known outfalls discharging into creek basins of concern each year. In addition
to the dry weather screenings of outfalls and their structural condition, newly established MS4 systems
are surveyed, measured, and mapped for inclusion into our GIS system database.
Initiation Protocols
The City of Winston-Salem uses several methods in which to base the need for inspections of individual
structures or sections of its stormwater inventory. Regardless of how a structure is identified, quick
action is essential for ensuring the proper function of all drainage assets to protect the safety of the
traveling public and to prevent pollutant discharges. The following methods have been identified as the
City's most effective tools for system protection:
• Citizen Reporting: All reports received from citizens are to be categorized and inspected by
appropriate staff members within 3-5 business days from receipt. Reporting sources include
CityLink service requests (SRs), email and phone reporting, and action items received via the
City's self -reporting portal on the website (linked via photos at the bottom of the page).
• Interdepartmental Reporting: Items of concern received from members of other internal
departments directly associated with R/W drainage are to be inspected by appropriate staff
members within three business days, unless initiated by a City Council Member whereas
inspection should be performed as quickly as possible, with full reporting of conditions and
proposed resolution to be returned to the reporting CM no later than 48 hours after receipt.
• Staff Identified Issues: Routing of routine maintenance inspections by map quadrant to be
performed by City Drainage staff on a revolving door schedule, equally divided among the
Drainage Crews as instructed by the Senior Crew Coordinator. Any items identified during
routine maintenance that cannot be addressed at the timeof inspection shall be directed to
Maintenance staff via submitted Work Order (WOs). All map zones are to be inspected no less
than once every 18 months. Maps zones can be found here:
o Section A, Sub -routes 1-5
o Section B, Sub -routes 6-10
o Section C, Sub -routes 11-15
o Section D, Sub -routes 16-20
• Consultant Review of MS4 System: In the event of staff shortages, backlog of active SRs/WOs, or
weather events that prevent completion of routine inspections, a private consultant shall be
sought to perform system inspections, delivering a list of action items in need of repair based
upon severity of need.

The City of Winston-Salem, through these methods outlined above, processes an average of 800 service
requests annually resulting in over 14SO work orders each year. These work orders address a wide
variety of maintenance tasks from inlet cleaning to ditch reshaping to structural maintenance.

Inspection Protocols
Once the need for a structure to be inspected has been identified, the City will deploy the appropriate
staff group to assess its condition based upon a hierarchy established by the information provided. Day
to day work assignments come from the Drainage Maintenance Supervisor, with guidance from the
Operations Manager on critical need items. Inspections are coordinated through the Senior Crew
Coordinator in charge of the maintenance and assessment group and are assigned to one of two Crew
Leaders to execute based upon their map grid assignment. This prioritization allows the City to maximize
all available staff to their most effective work assignments resulting in more work being performed on
both the inspection and maintenance facets. The following is a breakdown of the priority rating system
and how each element is defined:
• Critical Need Inspections: Performed as a matter of due process when reports are received from
citizens or City staff that outline the potential for threatening the safety of the traveling public.
These inspections are top priority and should be addressed before any others.
• Service Request Inspections: Performed as the result of a validated service request submitted by
either the public or City staff. Priority assigned based upon description of problem, its location
relative to the street/sidewalk, and level of threat to safety.
• General Maintenance Inspections: Performed as part of the routine maintenance routes each
team is assigned and completed during regular daily activities. Routes are assigned based upon
quadrants and their associated sub -maps.
All inspections consist of gaining access to the structure in question, whether that be the removal of
debris, a grate or slab cover, manhole lid, or other impedance that grants staff a means of clear visual
inspection. Once access has been achieved, the inspector removes any debris that may hinder a clear
view of the structure and then begins the visual inspection of the device.
Visual inspections are performed on all objects within the inventory to assess their condition and
functionality. Depending on the structure, any combination of tools may be used to get meaningful
data that can be used to evaluate the condition of the structure. All findings are to be reported through
CityWorks in the comments section, noting any work order assignments that come as a result. There
are two primary types of structures that are inspected, and the methods for these are further defined
as follows:
Point Structures
Much like map points, these structures are single points in space, such as inlets (curb, drop,
combination), manholes and junctions (blind, open). Visual inspection of these structures should
evaluate the full extent of their condition and should include all the following aspects of point
structures:
• Access condition — Is the lid/slab/grate properly fitting? Is the supporting frame/support for these
items in good condition and capable of supporting not only the weight of the object, but also the
weight of overpassing traffic? Is the lid/slab/grate cracked or otherwise damaged? Is the supporting
structure (frame/ring/corner posts/etc.) securely fastened to the structure's main body? Are there
any visual signs of corrosion or other defacement of the access structure that may suggest illicit
activity or contact from items that may threaten the structure or system as a whole?
o In many cases, the moment of removal may also present an opportunity for the inspecting
agent to observe any odors that may be emanating from the structure that should not be
present in a stormwater structure, such as hydrogen sulfide suggesting a cross -
contamination with grey water. Any instance of such odors should be reported immediately
to Utilities Field Operations (UFO) for evaluation of their neighboring systems.
o Body condition — Manholes and inlet boxes are generally constructed of either brick and
block or from precast concrete, but the inspection criteria are essentially the same. It is
important to note the difference of material used at the forefront of the inspection, as each
can present their own sets of challenges.
■ Brick/block structures — Is there any signs of seepage within the structure at the
mortar joints? Is there any loose or missing mortar? Is there any staining of the
bricks along the sidewalls of the structure that suggest soil has been weeping into
the inlet? Are there any missing bricks/blocks? Has the structure been previously
sealed with hydraulic cement? Is there any evidence of weeping (water or soil) at
the roof joint or invert joint? How many pipes are connected to the structure and
what is the direction of flow, size, and material of each? Are there any signs of
failure at the point of connection between the structure and the pipe(s)? Are there
any signs that the pipe(s) are failing in and of themselves? Is the invert of the
structure clean and clear of obstruction? Are there any signs of a blockage within
the throats of any entering or exiting pipe(s)? Is the structure failing to convey water
adequately (pond ing/surcharging)?
■ Precast structures - Is there any signs of seepage within the structure at the joints?
Are there any loose or missing seals/gaskets? Is there any staining of the concrete
along the sidewalls of the structure that suggest soil has been weeping into the
inlet? Are there any cracks in the structure? Has the structure been previously
sealed/repaired with hydraulic cement? Is there any evidence of weeping (water or
soil) at the riser column or invert? How many pipes are connected to the structure
and what is the direction of flow, size, and material of each? Are there any signs of
failure at the point of connection between the structure and the pipe(s)? Are there
any signs that the pipe(s) are failing in and of themselves? Is the invert of the
structure clean and clear of obstruction? Are there any signs of a blockage within
the throats of any entering or exiting pipe(s)? Is the structure failing to conveywater
adequately (ponding/surcharging)?
Linear Structures
This structure group is comprised of open and closed conveyances, such as ditches and pipeline systems.
While open channels can generally be inspected with little to no aid beyond the removal of vegetation,
pipe systems often require the use of pole cameras or CCTV robotic cameras to inspect adequately. Pipe
systems also require a clear point of access, which is typically one of the aforementioned point
structures. Like their adjoining counterparts, linear structures also have specific elements that need to
be documented as part of the inspection process, such as:
• Open Channel Conveyances — These structures consist of ditches, swales, rock -lined channels,
and armored flumes. Of them, there are vegetated and mechanically armored varieties that
present their own indicators of function and condition.
o Vegetated Structures — Ditches and swales are often stabilized by way of vegetative cover,
which should be visually inspected for health, density, and overgrowth. Are there any bare
spots? Is there any signs of erosion of the channel? If so, identify the location and severity of
the erosion. Are there any signs of the channel being uneven? Is there sediment deposition
in the floor of the structure? Has any mechanical damage been inflicted or sustained by the
structure (tire ruts, digging activity, etc.)? Is there any water ponding in the structure? If so,
how much and how recently was the last rain event? Are there any pipes discharging into or
collecting flow from this structure? Are there any obstructions to the structure's
performance?
o Armored Structures — Ditches, rock -lined channels and armored flumes utilize either large
diameter stone or are lined with block or concrete to reduce erosion, slow water velocity
and to handle flows on slopes where vegetation alone may be deemed insufficient. Yet, they
still share some basic elements with their vegetated counterparts. Are there any spots
where stone has been displaced? Are there any areas along the span where the block or
concrete has become damaged or weathered to the point that soil is exposed, or pieces of
the armoring have become dislodged? Are there any signs of erosion of the channel where
armor is missing or has been bypassed by incoming flow? If so, identify the location and
severity of the erosion/armor failure. Are there any signs of the channel being uneven? Has
settling caused damage to the armored floor of the structure? Is there sediment deposition
in the floor of the structure? Has any mechanical damage been inflicted or sustained by the
structure (trees uprooted, digging activity, automobile collision, etc.)? Is there any water
ponding in the structure? If so, how much and how recently was the last rain event? Are
there any pipes discharging into or collecting flow from this structure? Are there any
obstructions to the structure's performance?
• Closed Channel Conveyances —The structures are primarily pipe systems, but also include culverts of
varying configurations. Each type shall be addressed below:
o Pipe systems — The vast majority of conveyance structures within the MS4 inventory are
pipes of varying materials (VCP, RCP, CMP, etc.) and sizes (15" and greater). For the sake of
inspection, pipe culverts shall be included in this section in terms of inspection criteria for
function and condition. Is the pipe free of obstruction/debris? Are the individual pipe joints
secure or off-set/separated/displaced? Are there any signs of root intrusion at the joints?
Are there any signs of staining at the joints (color, clock position, etc.)? Are there any cracks
or fissures in the pipe (circumferential, longitudinal, spidering)? If so, are they fine,
medium, or severe? Is there any staining or weeping of water evident coming through the
cracks? Note the clock position of any cracks identified with the depth into the pipe from
the access point. Is the pipe deformed in any way (CMP arches will be naturally elliptical,
which is not a defect)? Does the pipe show any signs of collapse? Are there any hammer -
taps along the span of the line (location and size of inserted pipe needed)? Are there any
sections of pipe that show signs of deflection relative to the others suggesting that uneven
settling has occurred? Are there any signs of spalling of the interior lining of the pipe
(exposed rebar, sloughing asphalt, etc.)? Are there any holes in the pipe (location and size
needed)? Is the invert of the pipe in any way compromised or missing?
o Culvert systems — Like pipe systems, culverts have many of the same characteristics that
need inspection. However, due to the unique aspects of certain culvert systems, there may
be other factors to consider during their inspection. Is the culvert free of
obstruction/debris? Are the individual joints secure or off-set/separated/displaced? Are
there any signs of root intrusion at the joints? Are there any signs of staining at the joints
(color, clock position, etc.)? Are there any cracks or fissures in the culvert sections
(circumferential, longitudinal, spidering)? If so, are they fine, medium, or severe? Is there
any staining or weeping of water evident coming through the cracks? Note the clock
position of any cracks identified with the depth into the pipe from the access point. Is the
culvert deformed in any way (brick/block arches will show different signs of failure than box
culvert sections)? Does the culvert show any signs of collapse? Are there any hammer -taps
along the span of the system (location and size of inserted pipe needed)? Are there any
sections of culvert that show signs of deflection relative to the others suggesting that
uneven settling has occurred? Are there any signs of spalling of the interior lining of the
culvert (exposed rebar, sloughing asphalt, etc.)? Are there any holes in the culvert (location
and size needed)? Is the invert of the culvert in any way compromised or missing (note that
some box culvert designs employ an open invert, in which case the assessment should be of
the parent material)?
During the course of any system component being inspected, it should be made clear that any
irregularity in construction, condition or function should be noted as part of the process, whether
included in the foundation questions posed here or not. Even bacteria growth or algae/moss within a
structure could be the difference in identifying a potential problem and should be included.
Illicit Discharge Indicators and Reporting
Regardless of structure type, it is also the duty of all field staff to document and report any findings
beyond physical condition that may indicate that illicit activity is present at the point of inspection or
systemically in the drainage subbasin of which the structure belongs that needs to be addressed. There
are several identifiable indicators that should be recorded and reported for follow up investigation.
• Odors — the smell emanating from a structure could be the sign of I&I issues, dumping of illegal
substances, or other issues of concern. When detected, they should be treated with caution and
documented with as much detail as possible.
o Type of odor —The smell of sewage (gray water), hydrogen sulfide (i.e., rotten eggs),
petroleum products, solvents, chlorine, ash and/or other scents are valuable indicators of
the presence of illicit materials in a drainage system. DO NOT PLACE YOUR HEAD, FACE,
OR BODY WITHIN A STRUCTURE IN AN ATTEMPT TO IDENTIFY AN UNKNOWN ODORH
o Persistence of odor — Odors emanating from a structure can be constant, intermittent or
waver in strength during the inspection. These details are important to note as they can
assist IDDE inspection staff in determining the source of the potential issue.
• Dry Indicators — if the structure is dry at the time of inspection, there are specific items that need to
be recorded as part of the inspection process, including photographs at the time of discovery, when
a suspected illicit discharge is located.
o Discoloration — Any unusual discoloration within a system should be noted. Rust colored
staining can indicate either an issue with the structural integrity of the system (depending
on material type) or the presence of soil infiltration at the point of discoloration. Other
colors can indicate the introduction of household cleaners, paints, dyes, oil/petroleum, etc.
These issues should be described in as much detail as possible. Opacity of discoloration,
shape of stain relative to structure, and other details can often assist in determining the
direction of travel to the point of discovery or other crucial details.
o Surface Conditions — Depending on the illicit contaminant in question, there may be signs of
contact surface alterations. Acids/bases can potentially corrode, pit, or otherwise change
the natural conditions found with concrete, metal, or other materials in drainage systems.
Petroleum products may leave behind a greasy residue or sludge causing the surfaces within
structures to appear wet when no water has passed through the system.
• Wet Indicators — Much like dry indicators, systems with active or passive flow residing in them may
reveal relevant information regarding the nature of the illicit compound that has been placed in the
system. These indicators also need to be photographed at the time of discovery and subsequently
sampled for identification.
o Discoloration — Flow volumes that are not running clear need to be documented as to the
color and characteristics of the plume. Plumes can be categorized as being diffuse (mixed
thorough into the flow) or suspended (not readily mixing with flow or having established
borders/edges), by its cloudiness and/or opacity.
o Texture —The substance needs to be classified as solid, semi -solid, filamentous/stranded,
aqueous or other descriptors that may aid in classification of the illicit material. This
classification may change as the substance travels farther away from its point of origin or
with prolonged contact with flow, so note the changes in this category if inspection includes
multiple access points along the same subsection of drainage system.
o Flow Interactions — There are various physical characteristics of some contaminants that are
unique/significant to their chemical make-up that aid in identifying them. While there is no
specific dichotomy that will pinpoint their make-up by sight alone, the following questions
can help to narrow the list of potential contaminants:
■ Does the contaminant float on the surface of active flow?
■ Is there a sheen visible to the naked eye in changing light conditions?
■ Does the contaminant break up or return to a uniform sheet of surface coverage
upon agitation?
Each discovery is unique, so note anything observed regardless of how trivial it may seem at the time.
Small details are important in identifying and responding to illicit contamination events. Communicate
any potential illicit discharge to the Stormwater Inspections Office immediately with the details noted

This will ensure that they deploy with the correct equipment needed to track, identify, and isolate
the contaminant in the most efficient manner possible.
Evaluation Protocols
Evaluation of the results of an inspection will happen concurrently in many cases with the inspection
itself. However, for larger system issues further evaluation of the inspection results may be required by
engineering staff to determine the most suitable course of action to restore the structure or system to
functioning status.
Evaluation of MS4 Structural Components
Based upon the findings of the inspection, the failing component will be evaluated as being in one of
the following states of operation:
• Status — Serviceable: Inventory structures that are found to be in good working order should be
noted as such, with the corresponding date of last inspection recorded.
• Status — Maintenance Needed: Inventory structures that are showing signs of general wear and
tear that need to be refreshed are to be logged, photographed, and the appropriate work order
created to resolve the item. These items are also rated in terms of the level of severity/need of
repair ranging from Low, Medium, High priority issues.

• Status — Maintenance Required: Inventory structures that have reached a point of imminent
failure are to be logged, photographed and the appropriate work order created to resolve the
issue. In addition, identifying staff members should report the issue to their immediate
supervisor to ensure that action is taken in a manner consistent with the issue. Such items
include partial structure collapses, structures damaged by weather events or automobile
accidents, and items that pose an immediate threat to the safety of the traveling public.
Status — Replacement Needed: System components that are beyond being practically repaired
shall be logged as needing replacement. As before, these structures shall be photographed and
the appropriate work order created to address the issue, assign the same Low, Medium, or
High priority to the replacement as noted in Maintenance Needed items. These are failing
systems with NO IMMEDIATE THREAT to the traveling public.
o Projects falling below the $100,000 threshold shall be placed in the queue for City
Drainage Maintenance Crews to replace based upon their priority ratings.
o Projects more than $100,000 shall be included in the annual CIP recommendation list
for review by City Council.
• Status — Replacement Required: System components that have been deemed beyond repair that
pose a direct threat to the traveling public must be addressed as quick as possible to limit the
window for any negative impacts.
o Projects falling below the $100,000 threshold shall be assigned to the appropriate City
Drainage Maintenance Crew to replace and mobilized for construction as soon and
materials are available, and weather allows.
o Projects identified that exceed the $100,000 threshold shall be presented to the City
Council for approval. However, if the issue is declared an emergency by the City
Manager's Office approval to immediately release funds is granted to address the item
of concern.
■ In the event that the conditions of the project are beyond the equipment
capabilities or City staff skill sets needed to perform in a safe and/or timely
fashion, emergency repair contracts may be let to contractors previously
approved to address such issues in keeping with the current protocols
established.

Evaluation of Pollutants of Concern (POCs)
Beyond the physical condition of the structure, the presence of any pollutants of concern (POCs) must
be identified and evaluated as well. While some POCs may be localized (i.e., petroleum from a parked
vehicle), others may be more systemic and require a broader approach to resolve (i.e., trash/litter or
uncollected pet waste). POC data from the community at large is collected and periodically compared
with GIS data to facilitate the identification of 'hot spots' by City Engineers and Stormwater Inspectors
to target areas of higher concern.
The following items have been identified as POCs pertaining to daily City facility operation and the
procedures to be used to address them:
• Petroleum/Hydrocarbons/Lubricants — Chemical contaminants associated with daily vehicular
operation can cause long term negative impacts should they be allowed to enter surface
waters, either directly or via stormwater collection systems. In order to minimize these
impacts, the City directs all employees to take an active approach to their containment.
o Pre- and Post -Use Vehicle Inspections: At the beginning and end of each shift,
employees must inspect their vehicle for any signs of fluid leaks.
■ Fluid leaks should be addressed immediately before they can make their way
into surface waters through the use of spill kits, blankets, and other tools of
containment provided.
■ Vehicles with identified leaks should be immediately taken to Fleet Services for
repair to prevent future losses of contaminants.
o Active Spill Response: The during course of use, should a vehicle or heavy equipment
suffer a failure resulting in the loss of fluids, employees need to be ready to react
quickly to ensure minimal impacts to surface waters.
■ Use of spill kits kept on City vehicles should be deployed immediately to isolate
the contaminant.
■ Stormwater Inspections staff should be notified, citing the type of contaminant
lost, the location of the release, and whether or not the contaminant has
potentially exceeded the containment established.
• Stormwater Inspectors will advise reporting staff of any further actions
they need to take prior to their arrival on -site. In some cases,
City/County Fire may need to dispatch HazMat crews to assist in
containment depending on the nature and extent of the release.
• Chlorides — Salts used in the control of snow and ice during winter weather are a necessity in
maintaining safe travel conditions. However, the City recognizes that minimizing their impacts
on surface waters is equally important. As such, City personnel that are dispatched during the
use of these compounds should take the appropriate precautions to ensure containment.
o Isolation of Salts: Both brine mixes and granular salts are to be kept in dry storage until
the time of their deployment. When winter weather warrants their deployment, brine
mixing and salt loading into spreaders should be done with stormwater inlet structures
isolated. Continuous removal (sweeping) of residual salts lost should be performed,
returning collected materials to containment or disposing of them if otherwise
contaminated. Only dry removal tactics are to be used.
o Post -Event Cleaning: Once the winter weather has passed, all vehicles associated with
the treatment of snow/ice need to be cleaned prior to returning to general duty
assignments. All vehicles and equipment are to be washed in specifically designated
areas where wash -water can be collected and sent to sanitary sewer treatment
facilities.
• Organics/Trash — Daily City operations results in the collection of organic material and trash/litter that
has come from various sources such as the jet trucks, street sweepers, and Drainage Maintenance
Crew vehicles. These items must be placed in dry bed containment areas to be dewatered before being
disposed of by way of landfill loading. Dry bed areas are to collect dewatering residues, pass them
through oil/water separators and then be treated by way of sanitary sewer processing.
Maintenance Protocols
The maintenance of stormwater system components is defined as the repair of those structures that can
be returned to serviceable conditions without being replaced outright. Such structures qualifying for
maintenance shall be addressed based upon the established prioritization assigned by City staff. As
previously noted, any structure or system that poses an imminent threat to the safety of the travel
public or to the water quality of the receiving body shall be addressed with the highest priority.
System components that require replacement have exceeded their ability to be maintained and shall not
be discussed in this document. Replacement of system components is to be addressed via the channels
outlined in City policy, whether that be by Emergency Declaration, Capital Improvement Projects (CIPs),
or as general fund repairs when below the monetary threshold requiring City Manager and/or City
Council approval.
Preventative Maintenance Protocols
In addition to the repair of existing structures, The City of Winston-Salem also promotes activities to
prevent damage to its MS4 system. In doing so, actions can be taken to minimize the need for reactive
repairs, replacing them with proactive measures. These activities vary from staff driven actions to
community assisted efforts coordinated in tandem with the City's Community Education and Outreach
endeavors. Some of these actions include:
• Street Sweeping — The City operates 3 street cleaning vehicles that attend to predefined routes
based upon similar maps as those shared in the Initiation Protocols previously identified in this
document. These vehicles are tasked with the removal of trash, sediment, and organic debris
from the curb gutters throughout the City to prevent clogs or illicit items from entering the
system.
o Cleaning routes are circulated on a continuous basis and complete the full route outlay
approximately every 3-4 months during the majority of the year. Efforts to complete
these routes are stifled somewhat during the autumn months as the equipment also
collects leaf litter, forcing trucks to offload their collected debris more frequently.
o When cleaning vehicles become full of organics and debris, they are offloaded at a
specific location on City Yard where the material can be dewatered in a controlled
environment. Once that process has been completed, the solid material is collected and
hauled to one of the City's solid waste landfills for final disposal.
• Inlet Marking —Through assistance gained by our Community Education and Outreach efforts,
the City places permanent markers on inlet structures throughout its jurisdiction in order to
educate and caution the public as to what can and cannot be legally placed down a storm drain.
While this is a passive effort, it promotes the understanding that storm drains are not the
proper repository for household chemicals such as cleaning fluids, paint, petroleum products,
etc., thus lessening potential illicit discharges into the City's MS4.
• Public Service Announcements (PSAs) — The City Stormwater Office routinely works with
Marketing to produce and distribute community education/notification to prevent
unwanted actions from dumping chemicals down storm drains to placing leaves in the gutter
pan of City streets. These PSAs are distributed via multiple platforms for maximum reach.
• Diagnostic Evaluation of Trends — Using GIS software and the historical record of service
requests and work orders performed, a visual representation of issues within the City's MS4 can
be generated. This type of analysis coupled with targeted inspection in the field can be used to
evaluate areas that may be on the verge of systematic failure due to age or other factors.
Support Protocols
Like any well -functioning machine, the City staff that fulfill the Inspections and Maintenance Program
also need "maintenance" to perform at the levels required. This takes the form of training and
education to ensure that all members of the team have both the knowledge and the understanding to
carry out the various tasks needed at any given point in time. Some of this education is presented in the
form of classroom sessions, while others are administered as hands-on instruction in the field during the
active performance of daily tasks and assignments.
• Classroom Training — Required by both the City of Winston-Salem at large and the Stormwater
Group of the Field Operations Department, classroom sessions comprise 60% of the training
efforts carried out annually.
o City -mandated Training — These courses ensure the general safety of employees working
in a field environment, as well as detailed information on procedures for material
handling and excavating using heavy equipment (see Appendix A). Some examples
include:
■ 40 Hour HAZWHOPPER
■ Field safety
■ First Aid
■ Trenching and Shoring of Excavated Sites
o Departmental Training — Guidance provided to all employees within the department
geared towards specific facets of the daily operations within the Stormwater Group,
independent of general employment training. Some examples include:
■ IDDE Identification and procedures
■ City-wide Stormwater IDDE training video for all employees (Rolled out
11/2021)
■ Assessment criteria for identifying and prioritizing maintenance needs
(Forthcoming).
• Field Training — Hands-on training pertaining to the use of equipment specific to the job (such as
the Vac -All or CCTV Camera truck) are ongoing tasks administered during the course of daily
activities, and are tailored to the level of knowledge possessed by each employee. These
training activities are performed by crew leaders and senior staff members as individual staff
members grow and mature in their respective positions. All 'On the Job Training' shall be
documented by the Crew Leader/Supervisor performing the instruction using the form template
included in Appendix B at the end of this document.
Program Oversight
As with all programs, the City of Winston-Salem recognizes that deficiencies can arise throughout
the course of daily operations that need to be documented and addressed. Whether it be missed
training opportunities or failure to locate and address needed repairs before they reach the point of
critical failure. The following items have been identified for correction in the upcoming 2022
calendar year, in no particular order:
• Improved focus on specific training to all staff members as it pertains to the nature of MS4
maintenance and operation
o Documentation of departmental training activities including subject matter, date
and length of training, origin of class material, and participants per session.
• General documentation of one-on-one training that occurs during the course of daily
operations in a hands-on manner that directly relates to the performance of employees
tasked with inspections and maintenance of MS4 components.
• Tracking of Service Request/Work Order patterns in order to identify 'hot spots' of
maintenance needs within the MS4 collection system is something that has recently been
implemented on a limited scale. This task shall be a periodic review analyzed by staff
engineers with findings directed to City Council annually during the CIP evaluation process.
However due to the current staffing shortfalls, this endeavor has yet to be fully vetted and a
formal SOP created for its use.
• Resolve the staff shortages preventing maintenance work from being performed at a rate
that matches the identification of issues in need of repair.
• Unification of nomenclature used to describe maintain needs across all levels of staff so that
one common set of labels is used and understood throughout the department.
o Examples would include the use of NASSCO's Pipeline Assessment Certification
Program (PACP), or similar systems with specific criteria for failure classification.
As with any program, there will always be new challenges and areas of concern that arise. As such, the
City of Winston-Salem shall perform an annual review of its program to identify and resolve new and
ongoing issues of concern. This review shall include not only areas of deficiency within the MS4 system,
but also within the operating program that oversees it. Each annual review shall be conducted by a
panel of Field Operations staff including the Field Operations Director, Deputy Director of Field
Operations, Assistant Stormwater Director, Civil Engineer, Operations Supervisor, and Field Supervisor.
All items identified shall be documented with proposed resolutions and a timeline for completion to be
noted. Each annual session shall begin with a review of the previous year's targets and move forward
from there. Documentations templates can be found in Appendix C.
