Box 2511 Winscon-Salem, NC 27102 CityLink 336.727.9000 City of Winston-Salem Illicit Discharge and Detection Elimination Standard Operating Procedure (Last Update: July 16, 2021) Definition The City of Winston-Salem's Illicit Discharge Detection and Elimination (IDDE) program is managed under Permit No. NCS000247. The city's NPDES governs what is and isn't allowed into the City's Municipal Separate Storm Sewer System (MS4) and designed to protect the local surface waters. A MS4 can be defined as a city operated system of conveyances designed for conveying stormwater to waters of the State. The city's NPDES permit defines allowable non- stormwater flows that do not significantly impact surface water quality include: • Waterline flushing by Utilities • Diverted stream flows, rising groundwater and uncontaminated groundwater • Potable water, springs, riparian habitats, and wetlands • Footing, foundation, and crawl space drains • Lawn watering • Residential car and street wash water • Dechlorinated swimming pool and splash pad discharges at < 1ppm • Emergency firefighting Illicit discharges are defined as any discharge to a MS4 that is not composed entirely of stormwater except discharges pursuant to an NPDES permit (other than the NPDES MS4 permit), allowable non-stormwater discharges, and discharges resulting from fire -fighting activities. Common examples may include, but limited to: • Grease • Automotive oil, fuel, and antifreeze • Paint • Sanitary Sewer Overflows (SSO) • Concrete slur • Debris • Wash water from laundry and cleaning activities IILL L��jl.tT1 City Council: Mayor Allen Joines; Denise D. The photo on the right shows grey water discharging from a drainpipe. Sources of illicit discharges can come from certain activities or illicit connections. Illicit connections can be defined as a storm drainage system, whether pipe, ditch or other conveyance that is connected to the MS4 and undocumented in construction plans. Illicit substances can be defined as any substance that is not stormwater runoff flowing into an MS4 system. Common sources of illicit discharge substances or illegal connections include, but limited to: • Sewage cross connections • Failing septic systems • Straight pipe waste • Industrial facilities such as concrete plants • Spills • Illegal dumping • Animal waste • Private/commercial vehicle accidents • Laundromats • Landscaping companies • Residential and public swimming pools • Automotive shops and (mobile) car washes Failing septic tank Grease violation Animal waste Concrete plant (Industrial facilities) 4 Oil spill in roadway Grass clipping in roadway from landscaping company The City of Winston-Salem has on illicit discharge, connection, and disposal ordinance that regulates the introduction of illegal pollutants to the City's MS4 and receiving streams. 5 Modes of Entry and Discharge Flow Types Illicit substances may enter the MS4 system through multiple modes of entry. IDDE Manual Direct entry refers to a discharge into the MS4 system that is via a sewage pipe or shop drain. Examples of direct mode of entry include: • Sewage cross connections- Illegally plumbed sewer lines • Straight piping- Directly bypassing septic fields via a pipe directly to a waterway • Industrial/Commercial cross connections- Such as a shop floor drain Indirect entry refers to discharges that are generated outside of the storm drain system that are conveyed to waterways via storm drain inlets or infiltration. Examples include: • Groundwater seepage into the storm drainpipe • Spills that enter the storm drain system at an inlet • Dumping liquids into a storm drain inlet • Outdoor washing activities that flow to storm drain inlets • Non -target irrigation from lawns that reaches the storm drain system Discharge flow types are typically dry weather flows. Wet weather can significantly increase or decrease the impact of pollutant loads. Discharge flow types are composed of: • Sewage and septic flows from sewer pipes and septic systems • Wash water flows- grey water from laundry, car washing and floor drains • Liquid wastes- oil, paint, process water (radiator change etc.) • Tap water- leaks from the drinking supply system • Landscape irrigation • Ground and spring water flows Tracking System Reports of illicit discharges may be initiated from many sources. They may come from a citizen or City employee report, a stream walk observation, an outfall inspection, Water Quality Monitoring (WQM), Fixed Interval sampling or by other means. A City's Rocksolid Service Request System is a citizen or employee IDDE complaint generated through City Link, a phone or email service provided by the city for submission of identified issues. City Link is reached by dialing 311. Stream walk observations by Stormwater and/or consultant staff may discover illicit connections to local waterways. These connections may be traced to their source for IDDE and outfall investigations. 0 WQM, Total Maximum Daily Load (TMDL) and Fixed Interval sampling by stormwater staff may lead to a discovery of illicit substances in the City's waterways that may be traced to their source for IDDE investigations. Obiectives The objective of the IDDE program is to: • Detect and eliminate illicit discharges, including preventable spills and illegal dumping into the MS4 • Implement appropriate enforcement procedures and actions • Maintain a GIS map (within ARC Map) showing the permittee's major MS4 outfalls to state waters receiving discharges • Inform employees, businesses, and public of hazards associated with illegal discharges and improper disposal of waste • Prohibit illicit connection(s) Base Map for NOV IDDE The MS4 inventory is accessible as a GIS layer and amended from submitted new development as -built plans and field surveyed locations by staff and/or contractors • IDDE locations are data points recorded, by fiscal year, on a new point file layer on the same map for historical purposes and data comparison/contrast and analysis • G:\Techn Projects Files\IDDE - Complaints and NOVs\IDDE NOV map Pre -Investigation Procedures 1. If an illicit discharge comes in while we are in the office, we can utilize the following information to take out in the field with us. Prepare GIS maps from ARC Map, study the public MS4 inventory from our GIS system, topography and any other pertinent data relating to the information that you receive regarding the illicit discharge. 2. If needed, utilize a currently calibrated YSI meter and the HACH nitrate and chlorine meters for onsite illicit discharge detection. We only use our chlorine meters for swimming pool related illicit discharges. 3. Print materials that will assist in the investigation such as maps and IDDE and complainant contact information or carry it on a tablet if possible. 4. Stormwater staff will carry all appropriate PPE- safety vests, steel -toed work boots, rubber boots, hard hat, gloves, safety glasses, and first aid kit. S. Load up the YSI and HACH nitrate and chlorine meters. Make sure you have your phone with camera. A flashlight, measuring tape, dye, manhole hook, traffic cones, sample 7 bucket and any other relevant site materials or tools should be in each work vehicle ready to go. Different IDDE complaints will require different materials. IDDE Investigation Procedures 1. City of Winston-Salem stormwater staff generally follow the IDDE guidelines in the "Illicit Discharge Detection and Elimination" October 2004 manual published by the Center for Watershed Protection (CWP) Chapter 13, pages 147 through 172 for the investigative and tracking SOP for an IDDE. Basic guidelines are listed below. 2. Determine the source of the illicit discharge by speaking with the property owner/manager/customer/complainant to take notes and gather as much information regarding the IDDE as possible. If there is no further information that the customer can give staff, then we will start where the complaint was determined to originate from. Also speak with the IDDE offender if possible, to further investigate the situation. 3. Check the IDDE area for normal creek or water conditions for the given watershed (i.e. no obvious illicit discharge or SSO, normal YSI and nitrate readings, etc.). Each streams' parameters may differ or are altered by dry and wet weather. If "abnormal" creek or MS4 conditions are present (illicit discharge, SSO, out of range YSI and nitrate readings, etc.), test stream water by following protocols to track down the pollutant source and notify your supervisor. Normal ranges for water conditions are as follows: pH: 6.5-8.5, DO: 80-120% or —8 mg/L, ammonia: <0.5, nitrate: <10, TDS: 50-250 mg/L, and conductivity: 150-500 µS/cm. Temperature is seasonally dependent. 4. If there is a pollutant source visible, track the IDDE upstream to try to isolate and pinpoint the source of the discharge unless known. Also, track downstream to try to find the extent and possible implications of the discharge. The presence of any illicit substance can and will be affected by wet weather rain events which increases the velocity and decreases the clarity of the stream, while the wet weather event pushes the illicit discharge downstream. 5. Several techniques used to locate an illicit discharge may include: • Two different colors of tracing dye that may be used in the MS4 to identify multiple tracking locations. N • Smoke testing may also be done to locate cross connections. Slower • Closed circuit television video trucks utilizing rovers, which are remote controlled machines deployed in pipelines to locate breaks, clogs, and intrusions. G:\Camera Truck 8001\SOPS, Templates, and Manuals • Pole cameras can be utilized if the situation permits a straight shot into a manhole, straight pipe, or catch basin. They are limited by curves in the pipe. We utilize Envirosight Quickview pole cameras. https://www.envirosight.com/guickview.php If the IDDE appears to be from the MS4 system, utilize the methods outlined in the Center for Watershed Protection 2004 Manual and follow any other incident specific instructions from the supervisor. E 6. There are several methods that can be utilized to eliminate illicit discharges for corrective actions. They include: • Disconnect incorrect lateral service lines and ensure they are connected to the correct line • Clean blocked lines by flushing, pigging, or rodding • Collapsed, blocked, or misaligned lines may be excavated and replaced • Manholes may be repaired or replaced by raising the frame and lid to prevent ponding and groundwater infiltration • Reroute illegal connections from storm drains to sanitary sewer lines • Plug illegal connections to the MS4 IDDE Sampling Collection Samples collected during an IDDE investigation are used to investigate the potential source of a spill. In most cases, 3-5 of these parameters are indicative of an illicit discharge. Some samples go to Pace Analytical (Kernersville Service Center) located at: 1377 South Park Drive Kernersville, NC 27284 336-996-2841 https://www.pacelabs.com/company/lab-results/NC-Kernersville-Service-Center.html Stormwater Employee Login: https://Paceport.pacelabs.com/ClientPortaI/authenticate/loginForm.isp Current Pace Laboratory Contact (July 16,2021): Stephanie Knott (stephanie.knott@pacelabs.com, 704-875-9092) Samples collected during an IDDE investigation that are tested by Pace Analytical include the following: • Metals (Cadmium, Chromium, Copper, Lead, Nickel, Phosphorus, Zinc) • Nitrates/Nitrites/Total Kjeldahl Nitrogen • Biological Oxygen Demand (BOD) • Total Suspended Solids (TSS)/Total Dissolved Solids (TDS) • Fecal Coliforms • Turbidity Parameters sampled in the field (YSI, HACH nitrate or chlorine meters) include: • pH • Conductivity • Dissolved Oxygen (DO) in both % and mg/L • Ammonia • TDS • Temperature 10 • Nitrate • Chlorine (for illicit swimming pool discharges Sampled parameters can be indicative of, but not limited to, the following: • Sewage- High Ammonia, Conductivity, Color, Surfactants, Fecal, Turbidity • Wash water- High Ammonia, Color, Conductivity, Surfactants, pH, Turbidity • Industrial Liquid Waste- High Ammonia, Chlorine Color, Conductivity, pH, Turbidity Spill Containment Information If a spill has occurred at an IDDE investigation site, containment procedures should be initiated. Absorbent materials should be placed to prevent spills from reaching storm drains or waterways. Stormwater staff will carry aggressive liquid absorbent mats, universal liquid mats, oil mats, socks or berms and floor dry material (kitty litter) to quickly contain the spill. All absorbent materials are found on each work vehicle. All appropriate PPE previously mentioned should be utilized. Smaller spill cleanup materials can be disposed of in trash bags and placed in trash cans or dumpsters. Use the City of Winston-Salem NOV template to create an NOV when a violation to the Stormwater Ordinance Chapter 75 Article I has occurred. Detail all action items and give a clear deadline for the action items to be completed. Once approved by the Assistant Stormwater Director or Field Operations Director, issue the NOV to the property owner of record, tenant, or other designee via means of hand delivery or certified mail. In addition, use an Acknowledgement of Receipt for violators that received hand delivered NOVs. ..\IDDE - Complaints and NOVs\ACKNOWLEDGEMENT OF RECEIPT.doc 2. Follow up with on -site visits or violator communication, if necessary. The follow up is to ensure full compliance of the action items by the given deadline. Examples of action items may include: A. Immediate cease of illicit discharge B. The cleaning up of any illicit substances in storm drains such as paint or grease (hiring of an environmental company may be needed for vacuum or pump trucks), C. Training of staff on storm water protection, and SOPS for prevention of future occurrences. D. Collecting manifests from environmental companies if substances are removed 3. Photograph all IDDEs, document all site inspections and findings, utilizing the City of Winston-Salem's Illicit Discharge Complaint Report. If necessary, map the illicit discharge site, save emails and any other pertinent information regarding the violations. G:\Techn Protects Files\IDDE - Complaints and NOVs 4. If the NOV recipient is non -compliant, and upon arrival back to the office, please update the supervisor of all correspondences that occurred on site. 5. If a user who discharges into the MS4 in violation of the city's ordinance more than once within a 12-month period, shall be assessed a civil penalty at one category level higher than the category assessed for a first time offender of the substance 12 discharged. Chapter 75.11 Winston-Salem Ordinance The continuation of the violation shall constitute a separate and distinct offense for the purpose of assessing a penalty. Stormwater staff will assist the Department Head and the Stormwater Environmental Control Supervisor in compiling concise, factual documentation of the violations to resolve the NOV issues. 6. If the NOV recipient is compliant and all violation issues are resolved in the timeframe given, then a close out NOV letter is sent to the property owner and/or the operator/tenant to document the fact that there are no longer violation(s) occurring at the location. 7. Complaint reports are completed in the office for every IDDE that comes to the Stormwater staff.
