Participants present: Josh Young, NCDOT Roadside, Darren Crawford, NCDOT Asst. Eng., Lonnie Owens NCDOT Mike Lawyer, NCDEQ Land Resources, Ryan Conchilla, NCDWR Site Inspection Reports- Deficiencies noted: Hard copies of the Inspection Reports conducted after 6-18-22 were not present in the log for review. Sediment Losses reported on 3/31 and 4/4 listed as Urgent, repair completion dates not listed. Sediment Losses reported on 6/17 as Urgent, repair date listed as 6/24. The sediment loss occurring on 3/31/22, reported on 4/4/22- STA 225+00, Waste Site 5. The off -site property owner (B.V. Hendrick Gravel and Sand) who was affected by the sediment loss has declined further assessment and/or remediation activities on their property. Text/email correspondence with the off -site owner should be provided for documentation. The sediment losses occurring on 6/17/22 to a private pond, reported on 6/29/22, STA 325+00. During the field visit performed on 7/12, an unidentified wetland area and potential stream feature were observed in the wooded area located upgradient from the off -site private pond. Varying depths of silt accumulation were observed throughout the wetland area. Per yesterday's field visit, the contractor has been conducting dewatering activities and sediment removal at the private pond. Verbal agreements for clean-up have been made with the owner but relevant right of entry form have not been finalized. The sediment losses occurring on 6/17/22 to Wetland Impact Site 12, reported on 6/29/22, STA 353+00 (see attached photos). A delineation should be performed to evaluate the depth and extent of sediment impacts into wetland impact site 12 and features located further downstream. On July 11, a sediment loss occurred into Wetland Impact Site 12, but it was not reported. Proposed wetland restoration activities should be provided for review, along with upgrades to E&SC control measures to prevent further impacts.
