The North Carolina Department of Environmental Quality (DEQ), Division of Waste Management (DWM), Underground Storage Tank (UST) Section incident identification number for the Site is #18989. A Site location map is included as Figure 1, and a Site map is included as Figure 2. CLT personnel observed evidence of petroleum seepage from the bank of an unnamed tributary of Taggart Creek on property owned by the City of Charlotte at CLT on September 17, 2019. On April 1, 2021, as an interim measure, while additional assessment and preliminary LNAPL removal activities were being conducted, H&H submitted a BIOREM-2000 Oil Digester Application Request to DEQ's UST Section and members of DEQ's Division of Water Resources (DWR) to obtain agency concurrence for the use of BIOREM-2000 Oil DigestorTM (BIOREM) to treat various surfaces (i.e., stream banks, vegetation, water surfaces, etc.) affected by the jet fuel release. On May 12, 2021, DEQ's DWR conditionally approved the application of BIOREM to treat various surfaces affected by the release contingent upon application of the product in accordance with the manufacturer's instructions and below a dosage rate of 8.8 milligrams per liter (mg/L). DEQ DWR also required the implementation of a quarterly stream sampling schedule for the unnamed tributary of Taggart Creek. In accordance with DEQ's DWR request, H&H initiated quarterly surface water sampling activities in the unnamed tributary of Taggart Creek in May 2021. The baseline surface water sampling event was conducted on May 21, 2021, followed by application of BIOREM to treat various affected surfaces on June 4, 2021, and post -application surface water sampling on June 7, 2021. The results of the May 2021 baseline surface water sampling event and the June 2021 post -application surface water sampling event were provided to DEQ's DWR and UST Section in H&H's Surface Water Sampling Results letter report dated June 30, 2021. Since that time, BIOREM has been directly applied to oily surfaces including stream banks, vegetation, and surface waters typically once a week with a hand sprayer in accordance with the manufacturer's instructions and below a dosage rate of 8.8 mg/L. In March 2022, H&H requested that the quarterly surface water monitoring schedule be reduced to a semi-annual frequency based on the lack of target compounds above applicable standards or screening values in the downstream portion of the unnamed tributary during the previous four monitoring events. On April 1, 2022, DEQ's DWR agreed that metals sampling could be discontinued from the surface water sampling program but indicated that quarterly surface water monitoring must be continued due to petroleum sheens observed in the unnamed tributary of Taggart Creek in February 2022. The results of the recent quarterly surface water sampling activities conducted on June 7, 2022 are discussed below. The June 2022 surface water sampling event was conducted during apparent base flow conditions and included the collection and analysis of upstream and downstream surface water samples. The locations of the surface water samples (denoted by "SW" nomenclature) are depicted in Figure 3. These samples were collected in the following locations: • Upstream portion of the unnamed tributary of Taggart Creek above the BIOREM application areas (SW -Upstream); and • Downstream portion of the unnamed tributary of Taggart Creek below the BIOREM application areas (SW -Downstream). The surface water samples were collected in a downstream to upstream order during the sampling event. Surface water samples were collected by lowering laboratory -supplied sample containers into the center portion of the stream with the containers facing upstream and without disturbing sediments. Surface water samples were labeled with the sample identification, date, and requested analysis; and placed in a laboratory -supplied cooler with ice. The surface water samples were delivered to Waypoint Analytical, LLC of Charlotte, North Carolina under standard chain of custody protocols for analysis of volatile organic compounds (VOCs) by EPA Method 8260, semi - volatile organic compounds (SVOCs) by EPA Method 8270, and extractable petroleum hydrocarbons (EPH) and volatile petroleum hydrocarbons (VPH) by the Massachusetts Department of Environmental Protection (MADEP) Methods. https://harthick.sharepoint.com/sites/MasterFiles-1/Shared Documents/AAA-Master Projects/Charlotte Douglas International Airport - CDA/CDA-044 Airport Drive Release/Surface Water Sampling/June 2022/Surface Water Sampling Results_June 2022.docx hart hickman SMARTER ENVIRONMENTAL SOLUTIONS Mr. Andrew Pitner, PG and Mr. Wesley Bell Airport Drive Release (Incident #18989) June 23, 2022 Page 4 The June 2022 and historical surface water sampling results are summarized in Table 1. Copies of the laboratory analytical report and chain of custody record for the June 2022 sampling event are provided in Attachment A. Taggart Creek is classified as a Class C surface water body (i.e., waters protected for uses such as secondary recreation, fishing, wildlife, fish consumption, aquatic life including propagation, survival and maintenance of biological integrity, and agriculture). Therefore, surface water sample results were compared to the most stringent of the freshwater and human health 15A NCAC 02B Surface Water Quality Standards (2B Standards) dated July 26, 2021 for a Class C surface water body. In instances where a compound had no established 2B Standard, the surface water sample results were compared to the EPA Nationally Recommended Water Quality Criteria (NRWQC) screening values dated July 2016. In instances where a compound had no established 2B Standard or EPA NRWQC screening value, the surface water sample results were compared to North Carolina In -Stream target values for surface waters dated July 2016. The only compound detected in the surface water samples was trichloroethene (TCE) in the upgradient sample. TCE is not a constituent in jet fuel, and the sampling location is upgradient of the jet fuel release area. In addition, the detected TCE concentration (estimated 0.209 J micrograms per liter, µg/L) does not exceed its 2B Standard of 30 µg/L.
