Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:* The Roaring River access site is proposed on a large parcel that is primarily agricultural but does already have an existing primitive gravel ramp and access area on it. Wilkes County is the property owner and NC Wildlife Resources Commission (NCWRC) is the project partner for design and construction. The gravel ramp is usable by paddlecraft and there is room for a few vehicles to park at the top of the ramp. Across Elkin Highway from the parcel is the Wilkes County Convenience Center. The agricultural fields on County property are farmed through a lease. 4b. Have Corps permits or DWR certifications been obtained for this project (including all prior phases) in the past?* 0 Yes O No 0 Unknown 4f. Explain the purpose of the proposed project:* The purpose of this project is to improve boating, fishing, and paddlecraft access to the Yadkin River. The primary users of this site are paddlecraft however it is desired for Emergency Management vessels and small motorboats to be able to use the site as well. The current gravel ramp is steeper than boat ramp design standards. The proposed project will be built to NCWRC current boat ramp design standards so that users can back their vehicles closer to the river. It will also allow the ramp to be used by paddlecraft and small motorboats, including Emergency Management vessels. The upland portion of the project includes ADA parking and delineated gravel parking spaces to better accommodate the boating and fishing public. 4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used: * The overall project scope is a concrete boat ramp, small gravel parking lot, and concrete ADA parking spaces. The project area footprint is approximately 114 acre. The new boat ramp will be in the same alignment as the existing ramp, however it will be longer because it will be constructed at a more gentle 14% slope. The new ramp will be 176' long and extend 30' into the river. The ramp requires written authorization from USACE as it extends further than 20' into the river. This distance is needed so that at typical lower river levels the ramp will still have 3' of water depth at the end. The new ramp will be 12' wide. The cut -slope areas of the riverbank along the new ramp will be stabilized with Class B rip rap and fabric. The gravel parking lot will consist of 10 single car spaces and 4 vehicle -trailer spaces plus ADA spaces. The ADA spaces will be concrete. The parking lot will be accessed by the existing gravel driveway to minimize area of disturbance. The ramp will be constructed using the "push slab" method. The concrete slab will be poured up on level, dry ground. While curing, the rock ramp base will be constructed on grade. The cured slab will then be pushed into place in the river using a bulldozer. The above -water portions of the ramp will then be framed and constructed on grade. 5. Jurisdictional Determinations 5a. However the access area is included within an early -stage park master plan. The park project is not currently funded or fully designed. In the current draft of the master concept plan, the majority of additional park amenities are in an area of the parcel closer to Elkin Highway and not adjacent to the Yadkin River. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project: The ramp was designed to be constructed in the alignment of the current gravel ramp. This minimized new impacts to the river shoreline. The in -water portion of the ramp was designed to mimic the ground profile as closely as possible to not create a need for either dredging or a large amount of fill in the water. The cut -slope to construct the ramp is designed as 2:1 to minimize the width of the ramp area of disturbance. There is a swale around the lower side of the parking lot. This will be vegetated and allow some filtration before water runs into the agricultural fields area. NCWRC-Engineering consulted internally with NCWRC-Habitat Conservation as part of project planning. NCWRC-Habitat Conservation has advised that a mussel survey/salvage is requested prior to construction and will be done by staff biologists. This survey/salvage will be scheduled once the project construction schedule is set. lb. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques: Using the "push -slab" construction method ensures that no live concrete comes into contact with the river.
