One of the first items in the Catawba - Wateree Comprehensive Relicensing Agreement (CRA) to be
implemented in 2007 was the formation of the Catawba - Wateree Water Management Group (CWWMG). This
group has worked hard since then to identify, fund, and manage projects that will enhance the capabilities of
the Catawba - Wateree River to provide water resources for human needs (e.g., water supply, power
production, industry, irrigation, and commerce), while maintaining the river's ecological health.
Without significant efforts to manage water supply and consumption, this generation could see a time when
there will not be enough water flowing in the Catawba - Wateree River to support more people moving into the
heart of North or South Carolina. Not enough water to support new jobs. Not enough water to produce more

electricity to drive new industry. Not enough water to protect environmental resources. Not enough water to
ensure the quality of life we currently enjoy.
The CWWMG has worked with stakeholders for more than four years to address this complex issue. The
CWWMG solicited input and guidance from a 19- member public stakeholder team representing
environmental interests, lake users, local governments and state agencies. Together, they updated long -term
water use projections, evaluated options and developed long -term basin -wide conservation strategies. The
resulting basin -wide Water Supply Master Plan (WSMP) can help ensure our water supply will fully support the
growing needs of the region into the next century — decades beyond current expectations.
The WSMP is the most significant water supply management and planning endeavor undertaken in the
Catawba - Wateree River Basin since original construction of the eleven- reservoir system in the 1900s. Once
implemented, it will provide the following regional benefits:
• Dependable, resilient, regional water supply that can support more than two million people and a
vibrant, growing economy through 2100.
• Efficient, balanced water use to produce electricity to power the region.
• Environmental protection in accordance with agreements developed during Duke Energy's Federal
Energy Regulatory Commission hydro relicensing process.
• A shared regional vision and implementation plan for coordinated investments in the region's shared
water future.
The WSMP will provide all these benefits while still conforming to the hydro project operating conditions
established in the CRA. However, one of the recommended initiatives in the WSMP is to pursue raising the
summer target lake levels by 6 inches on three reservoirs (James, Norman and Wylie) in an effort to increase
target usable water storage. Provided the WSMP is supported by decision makers within the Basin, and after
the New License is issued by the FERC, Duke Energy will conduct additional evaluations and bring this issue to
the CRA Final Agreement Committee for their consideration.
The CWWMG will be arranging meetings with its member organizations as well as other entities in the
Catawba - Wateree Basin to further explain the WSMP, its features, benefits, and implementation. If your

The Catawba - Wateree Water Management Group ( CWWMG) is a 501C -3 non - profit organization
that heralds a mission:
"to identify, fund, and manage projects that will help preserve, extend, and
enhance the capabilities of the Catawba - Wateree River Basin to provide
water resources for human needs while maintaining the ecological
integrity of the waterway."
The CWWMG has 19 members, one member representing each of the eligible 18 public water
utilities in North and South Carolina that operate water intakes on either a reservoir or regulated
river reach of the main stem, and one member representing Duke Energy Carolinas LLC (Duke
Energy). The organization was borne out of the most recent Catawba - Wateree Hydroelectric Project
relicensing process completed by Duke Energy. The eligible water users include public water
systems that have the installed capacity to withdraw 100,000 gallons per day or more from the
Catawba - Wateree River Basin's reservoirs and /or regulated river reaches.
The CWWMG members pay annual dues to fund projects and initiatives to achieve the mission
statement of the organization. The CWWMG serves 4,750 square miles that drain into the Catawba
River, providing water for neighbors from Morganton, NC to Camden, SC. Water use in this region
is critical for public water supply, power production, industrial needs, agriculture, and irrigation.
Incorporated in 2007, the CWWMG mission recognizes that, without excellent stewardship and
change, the Catawba - Wateree River Basin may not meet future anticipated needs related to water
supply, as documented during the recent relicensing process.
CWWMG members meet regularly to formulate strategies and projects to help understand and
address the Basin's water challenges. Additionally, the CWWMG seeks collaborative partnerships
with other water use stakeholders to help fund, manage, and oversee the projects and initiatives
undertaken. To date, this Catawba - Wateree River Basin Water Supply Master Plan represents the
most comprehensive analysis and results oriented body of work completed by the CWWMG.
