Dear Mr. Biggs:
In accordance with your application received June 24, 1994, we are forwarding
herewith Well Construction Permit No. 62-0098-WS-0164 dated July 1, 1994, issued to
the Town of Aberdeen for the construction of a supply well located off Devonshire
Trail, Aberdeen, North Carolina. -
This Permit will be effective from the date of its issuance and shall be subject to
the conditions and limitations as specified therein.
If any parts, requirements, or limitations contained in this Permit are
unacceptable to you, you have the right toan adjudicatory hearing before a hearing
officer upon written demand to the Director within 30 days following receipt of this
Permit, identifying the specific issues to be contended. Unless such demand is made,
this Permit shall be final and binding.

PERMIT FOR THE CONSTRUCTION OF A WELL OR WELL SYSTEM
In accordance with the provisions of Article 7, Chapter 87, North Carolina
General Statutes, and other applicable Laws, Rules and Regulations.
PERMISSION IS HEREBY GRANTED TO
The Town of Aberdeen
FOR THE CONSTRUCTION OF a supply well to be completed in the Upper Cape Fear
Aquifer and located off Devonshire Trail in the Town of Aberdeen, Moore County, in
accordance with the application dated June 9, 1994, and in conformity with
specifications and supporting data, all of which are filed with the Department of
Environment, Health, and Natural Resources and are considered a part of this permit.
This permit is for well construction only, and does not waive any provisions or
requirements of the Water Use Act of 1967 or any other applicable laws or regulations.
Construction of a well under this permit shall be in compliance with the North
Carolina Well Construction Regulations and Standards and any other laws and
regulations pertaining to well construction.
This permit will be effective from the date of its issuance through the duration of
this project or as this shall be amended, and shall be subject to other specified
conditions, limitations, or exceptions.

The Fayetteville Regional Office has reviewed the information you forwarded to the
DEM. Also, we checked with Moore County Emergency Management to determine if they
had any records of fuel spills in that area and they reported that they did not.
We recommend that the parties responsible for the Geigy Chemical Corporation Site
analyze the soil for pesticides, petroleum, and any other contaminates that are of concern at
this site. If only petroleum fuel constituents are found, we will assume that the
contamination resulted from an unreported spill and handle the release as the regulations and
statutes require.

These alternatives appear to cover all viable options,
and further refinement will occur during the preparation of
the. record of .decision following the public comment period.
The Groundwater Section recommends that infiltration
galleries be considered for the method of discharge of
fluids except where the effluent might be toxic. Monitoring
downgradient from the infiltration galleries will most
probably be required. Once the final alternative has, been
selected, further determination of permitting requirement
can be finalized.
Water Oualitv Section,Comments:
If surface discharge or discharge to POTW is considered
for the effluent, permitting through the Water Quality
Section must be evaluated to determine permit types,and
conditions. The Water Quality Section would prefer on -site
reinfiltration.
Air Oualitv Section Comments:
Any steam stripping or other aeration of contaminated
soils or groundwater would require review and approval by
the Air Quality Section to determine compliance with the
toxic 'air pollutants requirements.

As requested, the subject document has been. reviewed by -.the Air Quality,
Groundwater, and Water Quality sections,. It appears that adequate site
characterization has been accomplished. The alternatives for acting on the
contamination at the Farm" Chemicals/Twin Sites were narrowed down' to the
following:
Alternative 1: No action.

Your recent visit to Aberdeen and the public meeting held was,
very informative for me and the other Town officials in
attendance. However, we were disturbed by the knowledge that no
formal effort is underway to identify the source of the
contamination of three of our water supply wells. (In addition
to the two wells of which you are aware have been shut down, we
recently received official notification from the State Department
of Environment, Health and Natural Resources that well number
thirteen has lindane contamination and must be taken off-line.)
Loss of any additional wells will jeopardize the ability to the
Town to provide an adequate supply of water for its citizens and
businesses. In addition, it is our opinion that the parties
responsible for the well contamination should be held accountable
for replacement of this vital resource. The Environmental
Protection Agency has invested heavily in the Aberdeen water
system through the installation of mains to serve properties in
the Crestline area and this investment will have been for nothing
if we are unable to meet system demand as a result of
contaminated well sites.
We formally request that any decisions made on settlement of the
Aberdeen Pesticide Dumps Sites account for loss of these well
sites and provide for their replacement and that no settlements
be finalized until the source of contamination is identified. We
also request assistance with identifying the source or sources of
contamination. Finally, the Town seeks assistance with both the
technical and financial aspects of mitigating the contaminated
well sites to the extent necessary to utilize the sites as a safe
water supply source.
