Impact Justification and Mitigation 1. Avoidance and Minimization 1 a Specifically describe measures taken to avoid or minimize the proposed impacts in designing project The proposed project includes five impact areas 4o streams and /or wetlands associated with a 40' wide sanitary sewer easement. The 40' easement width is necessary because of the depth necessary to install the sewer line, in con, junction with the size of the pipe being installed (i a 20" PVC) According to the project engineer, the Bore and Jack method of construction was avoided because of the potential of hitting rock and ,the. fact that constructing through rock can be very expensive, especially at the diameter of pipe that is being utilized The proposed Impact Area #1 includes 3,100 ft2 (0 071 acres) of permanently converted wetland and 55 linear feet,of temporary stream for a sanitary sewer line The proposed Impact Area #2 includes 45 linear feet of temporary stream for a sanitary sewer line. The proposed Impact Areas 3A and 3B includes 1, 400 ft2 (0 032 acres) and 4, 700 ft2 (0 110 acres) of permanently converted wetlands for a sanitary sewer line, And the proposed Impact Area #4 includes 160 ft2 (0 003 acres) of permanently converted wetland for a sanitary sewer line. The Austin Creek -Phase 2 project is a residential development. The project is located within the -Town of`Wake Forest, ` therefore the adjacent properties that have potential for development will'have the following regulations to protect downstream waters 1) the Neuse River'Basin Riparian Buffer Protection regulations, ,these regulations�require, limited development within the riparian buffer area In addition to "diffuse flow" requirements at a minimum and could require Best Management Practices that control nitrogen if diffuse now cannot be achieved, 2) the Phase 11 NPDES Stormwater Permit Program, thisprogram includes permitting requirements for Municipal Separate Storm Sewer Systems (MS4s) in addition to post - construction stormwater management requirements We anticipate that the DWR will advise us,if any - additional information is needed 4.
