Box 968 Asheboro, NC 27204 Phone: 336-328-0902 • Fax: 336-328-0922 June 14, 2022 Re: Community Baptist Church Wetland/Stream Determination Approx. 29.66 Ac Tracts 2575 Hamp Stone Road Siler City, NC SEA Project No. E-5437 Pastor Mark Agan Community Baptist Church 2575 Hamp Stone Road Siler City, NC 27344 Dear Pastor Agan; Summey Engineering Associates, PLLC (SEA) is pleased to submit this report of findings on the above referenced parcels for the stream and wetland determination for the approximately 29.66 acres owned by the church located on the church property and surrounding parcels owned by the church at and around 2575 Hamp Stone Road in Siler City, Chatham County, North Carolina. Background Wetlands are defined by the US Army Corp of Engineers (USACE) and the United States Environmental Protection Agency (EPA) as "those areas that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and under normal circumstances, do support a prevalence of vegetation typically adapted for life in saturated soil conditions." Furthermore, in order for an area to be classified as wetland, hydrophytic vegetation, hydric soils, and wetland hydrology indicators must be present. Section 404 of the Clean Water Act (CWA) regulates the discharge of dredge and fill materials into the waters of the US, including streams and wetlands. Findings and conclusions in this report are opinions based on actual field conditions observed during the time of the site visit. Investigative Scope & Site Information SEA was asked to perform a wetland determination for the above referenced property due to requirements of the NCDEQ stormwater program for a site plan review. The site is identified on the Chatham County Geographic Information System (GIS) as Parcel Identification numbers (PIN) 62776, 13617, 70992, 65735, 93990, 85435. The scope of services included a determination of jurisdictional features such as streams, wetlands and other surface waters on the site. Wetland - Stream Determination Community Baptist Church - Siler City, NC June 14, 2022 Page 2 The majority of soils on site are Herndon silt loam (HrB), Hydrologic Soil Group(HSG) B, with a smaller portion consisting of Cid-Lignum Complex (CmB) HSG D. There are no floodplains on site per NC FIRM Panel 3710874200J. Per USGS topographic maps there are no jurisdictional features located on the project site. The entire site eventually drains to Blood Run Creek, a part of the Cape Fear River Basin. Field Determination SEA conducted the site visit on June 13, 2022. The project parcel is approximately 29.66 acres and is a mixture of open spaces, wooded areas, and an existing religious worship facility with associated parking and drive areas. There were no jurisdictional features present on the site. The site sits mainly on a hilltop with elevation changes falling toward the south and west.
