Section 6. The Vulnerability Assessment
This is an evaluation of each wastewater system component to identify weaknesses or
deficiencies that may make them susceptible to damage or failure during an emergency. It also
assesses facilities for security enhancements that may guard against unauthorized entry,
vandalism, or terrorism.

Section 7. Response Actions for Specific Events
In any event there are a series of general steps to take:
1. Analyze the type and severity of the emergency;
2. Take immediate actions to save lives;
3. Take action to reduce injuries and system damage;
4. Make repairs based on priority demand; and
5. Return the system to normal operation.
The following tables identify the assessment, set forth immediate response actions, define what
notifications need to be made, and describe important follow-up actions.
A. Power outage
Assessment
The pump station is not vulnerable to a power outage due to the backup
power generator with automatic transfer switch, the audible and visual
alarms, and the auto -dialer which will call a responsible party in case of an
emergency.
Immediate Actions
Assess whether the outage is likely to last more than 24 hours. If no, be on
alert for changing conditions and monitor wet well levels. If yes, call
Sanford Rent -All (919) 774-9555 to determine if an appropriate generator is
available if needed.
Notifications
Notify Progress Energy (800) 452-2777 that the pump station is
experiencing a power outage.
Notify Sanford Rent -All (919) 774-9555 and obtain generator.
Follow-up Actions
Inspect lift station to ensure proper operation.
Return generator to Equipment Rental Place.
B. Collection system blockage or line break
Assessment
The system is less vulnerable to blockages and line breaks as the system
in new.
Immediate Actions
Contact Talbott Construction (919) 353-4505.
Notifications
Notify Jeremy McLeod, ORC Cell (919) 888-9347
Contact upstream customers.
Follow-up Actions

C. Collection system pumping facilities failure
Assessment
The system is less vulnerable to pump facilities failure as the system is new
and there are two pumps, each capable of pumping the peak flow.

Section 8. Returning to Normal Operation
Returning to normal operations
Action
Description and Actions
Inspect all system
components
ORC and support staff inspect all system components and verify
that facilities are adequate for return to normal operation. ORC
makes a report to the Mayor. Mayor makes decision on current
condition of system.
Follow startup procedures
for each unit operation
The existing startup procedures in the O&M manual should be
followed to bring the entire system back on line.
Coordinate with regulator
Regulator should be kept notified of progress.
Notify customers
Mayor meets with ORC and communications lead to write notice to
customers. Mayor directs communications lead to distribute public
notice.
