The Vulnerability Assessment This is an evaluation of each wastewater system component to identify weaknesses or deficiencies that may make them susceptible to damage or failure during an emergency. It also assesses facilities for security enhancements that may guard against unauthorized entry, vandalism, or terrorism. Facility vulnerability assessment and improvements identification System Component Description and Condition Vulnerability Improvements or Mitigating Actions Security Improvements Collection System 166 manholes, 37,000 ft of 8" gravity line, installed in 2013; in excellent condition Manholes are not secure and are vulnerable to acts of vandalism. The gravity lines are vulnerable to construction damage. 10% inspected yearly, grease traps required on all food service industries Install bolt -on manhole covers if vandalism occurs. Sewage Pumping Pump station, 37,000 ft of 6" force main; installed in 2013, in excellent condition Vandalism, flood, power failure, force main line break Pump station daily inspection, station elevated above 100 year flood, backup power, alarms, auto -dialer, gated fence, 10% of force main inspected yearly Treatment Effluent Disposal Computer and Telemetry System Other Considerations Town of Goldston Wastewater Collection System Security Vulnerability Assessment and Emergency Response Plan Page 9 Section 7. Response Actions for Specific Events In any event there are a series of general steps to take: 1. Analyze the type and severity of the emergency; 2. Take immediate actions to save lives; 3. Take action to reduce injuries and system damage; 4. Make repairs based on priority demand; and 5. Return the system to normal operation. The following tables identify the assessment, set forth immediate response actions, define what notifications need to be made, and describe important follow-up actions. A. Power outage Assessment The pump station is not vulnerable to a power outage due to the backup power generator with automatic transfer switch, the audible and visual alarms, and the auto -dialer which will call a responsible party in case of an emergency. Immediate Actions Assess whether the outage is likely to last more than 24 hours. If no, be on alert for changing conditions and monitor wet well levels. If yes, call Sanford Rent -All (919) 774-9555 to determine if an appropriate generator is available if needed. Notifications Notify Progress Energy (800) 452-2777 that the pump station is experiencing a power outage. Notify Sanford Rent -All (919) 774-9555 and obtain generator. Follow-up Actions Inspect lift station to ensure proper operation. Return generator to Equipment Rental Place. B. Collection system blockage or line break Assessment The system is less vulnerable to blockages and line breaks as the system in new. Immediate Actions Contact Talbott Construction (919) 353-4505.
