I sent your questions to Bill Elam. Below are his responses.

Although we are adding 2 lanes of pavement, much of the existing drainage area is either impervious because of
driveways, rooftops, and parking lots. Most of the small yards appear to be very compacted and would not allow for
much infiltration.

We are tying into existing discharge points. The existing crossing are adequate.

We looked for areas for treatment, but did not find any place that was suitable without taking additional right of way.

He also said that he would be available to sit down and go through the plans if you would like to do that.

Deanna,

For this project, I understand that this is in a highly urbanized area. However since it is in the Neuse Basin and impacts
303(d) waters, I feel I need to document things as a backup for approval.
I see that they are adding two travel lanes to this road, yet no upgrades to stormwater at all, and plan to tie-in to
existing drainage system.
(1)– Will the current stormwater drains on this road be sufficient to handle the additional stormwater from having

the impervious area almost doubled?
(2)– Treatment. I understand it’s an urban area, but has DOT considered all possible options for treating

stormwater? Adding impervious surface here usually triggers a treatment criteria.
