STORMWATER NARRATIVE
PROJECT DESCRIPTION:
The Project is the continuation of the development of the golf course community of the
Caropines (formally known as the Carolinas) in Southern Pines, North Carolina.
The coordinates to the center of the projects are: N 35.2278, W 79.3861.
The project of focus is "Phase 1" which is located off of Avenue of the Carolinas within
the Caropines development, formally known as The Carolinas. This phase will include
infrastructure to serve approximately 50 single family homes.
Entrance to this subdivision is from the south side of the intersection of Airport Road and
Avenue of the Carolinas. The phase tract is approximately 49.30 acres and is heavily
wooded and densely underbrush. There are wetlands on the site and it is within the Mill
Creek flood plains. The topography is rolling with slope generally between 2% and 14%.
Primary drainage for this project is provided through natural slope which drains into Mill
Creek.
STORMWATER REQUIRMENTS:
The project lies within a HWQ and WSIII of the NCDENR-DWQ stormwater
management program. The project is being purposed as a High Impact Development, so
NCDENR-DWQ Stormwater management requirements will be required.
Post -development discharge will be limited to the 10 year, 24-hour pre -development
runoff rate as per the Town of Southern Pines development ordinance.
STORMWATER MANAGEMENT:
The project is primary divided into three Stormwater management areas and two bypass
areas. The bypass areas are less then 12% BUA and can not be directed to Stormwater
management facilities due to excessive slopes from the roadway to the back of lots and
finger wetlands which will prevent back of lot drainage to be directed to the proposed wet
ponds. The roof drainage can not easily be drained to the roadway and would likely be
redirected by homeowners due to the front yards sloping to the rear of the lots.
There is a north western, central, and eastern drainage region being directed to Wet
Detention Ponds. Wet pond #3 of the eastern drainage region has been over designed to
account for the proposed bypass area impervious areas to offset the overall site release
water quality. Only the additional impervious area was considered in the design of wet
pond #3 and not the additional bypass drainage area. This increases the impervious
percentage from 27.7% from the actual drainage basin to 35.2% for design proposes.
This site is within 5 miles of the Moore County Airport. They have been contacted and
have accepted the proposed wet detention basins due to the location to existing water
bodies. Water fowl deterrence methods will be incorporated to discourage waterfowl
from the wet detention basins.
The Wet Detention basins have been designed with excess capacity to handle additional
site flows from a 10 year, 24-hour and the overall site release rate for that storm event is
less than the predevelopment release rate.

Stormwater runoff for the majority of Phase 1 and additional area from future phases will be directed to
onsite Wet Detention Basins which will discharge to onsite wetlands, which drain to Mill Creek. Two areas
onsite are being purposed as bypass which have a built upon area less than 12% due to existing terrain.

calculate overall percent built upon area (BUA). Non -coastal wetlands landward of the NHW (or MHW) line ntny

review of the application package, I have the following comments/additional information request.
-page 3 of 6 of main application form, the total project area is greater than the total property area

area and the total project area

BUA allocations vary, a table listing each lot number, lot size, and the allowable built -upon area must be provided
as an attachment to the completed and notarized deed restriction form. The appropriate deed restrictions and

forms does. Download the latest versions for each submittal.
In the instances where the applicant is different than the property owner, it is the responsibility of the property
owner to sign the deed restrictions and protective covenants form while the applicant is responsible for ensuring
that the deed restrictions are recorded.

protective covenants for this project, if required, shall include all the items required in the permit and listed

consideration thereof, the Court finds that the proposed sale of the Property is in the
best interests of the receivership estate. In addition, the Court finds that the

11 THEREFORE, IT IS HEREBY ORDERED AS FOLLOWS:
