SEQUENCE OF EROSION & SEDIMENTATION
CONTROL OPERATIONS:
ENFORCEMENT NOTE 1. FAILURE TO FOLLOW THIS CONSTRUCTION SEQUENCE MAY RESULT
IN LOCAL ENFORCEMENT ACTIONS, INCLUDING BUT NOT LIMITED TO CIVIL PENALTIES
TO MONETARY PER VIOLATION PER DAY, INJUNCTIVE RELIEF, CRIMINAL PENALTIES,
AND PERMIT REVOCATION. ADDITIONALLY, OFF -SITE SEDIMENTATION MAY RESULT IN
RESTORATION REQUIREMENTS.
ENFORCEMENT NOTE 2. IF THE CUMBERLAND COUNTY AND/OR STATE STAFF DETERMINES
THAT EXCESSIVE SEDIMENT IS LEAVING THE SITE, A REVISED SEDIMENTATION AND
EROSION CONTROL PLAN MAY BE REQUIRED, WITH ASSOCIATED REQUIREMENTS FOR

CONSTRUCTION SEQUENCE
1. SCHEDULE AND HOLD A PRE -CONSTRUCTION CONFERENCE PRIOR TO BEGINNING
ANY LAND -DISTURBING ACTIVITIES. THIS CONFERENCE SHOULD BE ATTENDED BY A
REPRESENTATIVE OF THE FINANCIALLY RESPONSIBLE PARTY AND/OR THE GENERAL
CONTRACTOR, GRADING SUB -CONTRACTOR, EROSION CONTROL SUB -CONTRACTOR
AND, AS NEEDED, COUNTY STAFF.
2. OBTAIN LAND DISTURBING PERMIT AND PLACARD, AND POST THE PLACARD ON SITE.
3. OBTAIN AN APPROVED (STAMPED) S&E CONTROL PLAN AND KEEP IT ON SITE,
EITHER IN THE INSPECTION BOX, CONSTRUCTION OFFICE OR WITH THE CONTRACTOR

4. INSTALL CONSTRUCTION EGRESS/EXIT, SILT FENCING, SEDIMENT TRAPS/BASINS,
DIVERSION DITCHES, CHECK DAMS, AND OTHER INITIAL EROSION CONTROL MEASURES
AS SPECIFIED IN THE PLAN. REMOVE ONLY TREES AND GROUND COVER NECESSARY
TO INSTALL THESE DEVICES.
5. IF A STOCKPILE IS NECESSARY DUE TO EXCAVATION OF THE SEDIMENT TRAP/BASIN,
PLACE A DOUBLE ROW OF SILT FENCE 10 FEET APART AT THE LIMITS OF THE
STOCKPILE AREA SHOWN ON THIS PLAN. TREES AND GROUNDCOVER MAY BE
REMOVED ONLY AS NECESSARY FOR THIS STOCKPILE.
6. PROVIDE TEMPORARY GROUNDCOVER FOR DIVERSION DITCHES AND SEDIMENT
TRAPS/BASINS, AND STABILIZE WITHIN 7 DAYS OF COMPLETION.
7. THERE ARE NO HIGH QUALITY WATER (HQW) ZONES WITHIN THE PROJECT LIMITS.
8. BEGIN CLEARING, GRUBBING AND GRADING OF SITE IN ACCORDANCE WITH THE
APPROVED S&E CONTROL PLAN.
9. PROVIDE ALL DISTURBED AREAS WITH GROUND COVER WITHIN 14 CALENDAR DAYS
AFTER COMPLETION OF ANY PHASE OF CLEARING, GRUBBING OR GRADING. THE
SEEDING, SEEDBED PREPARATION, MULCH AND/OR ROLLED EROSION CONTROL
PRODUCT INSTALLATION MUST BE IN ACCORDANCE PROVIDED IN THE EROSION
CONTROL PLAN.
9.1. ALL SLOPES STEEPER THAN 3HA V SHALL BE STABILIZED WITHIN 7 DAYS UNLESS
SLOPE LENGTH IS 10 FEET OR LESS AND ARE NOT STEEPER THAN 2H:1V, THAN
14 DAYS ARE ALLOWED.
9.2. ALL SLOPES 3:1 OR FLATTER SHALL BE STABILIZED WITHIN 14 DAYS, UNLESS
THE SLOPE LENGTH IS GREATER THAN 50 FEET THAN 7 DAYS ARE ALLOWED.
