On March 22, 2017, I, Melissa Joyner from the Fayetteville Regional Office of the Division of Energy, Mineral and Land
Resources (DEMLR), conducted a Compliance Evaluation Inspection at the Front Street Lot 18 project located on Front
Street in Cumberland County, North Carolina. The purpose of the inspection was to ensure compliance with State
Stormwater Management Permit SW6130301 that was issued on March 19, 2013. A copy of the Compliance Inspection
Report is enclosed for your review. As a result of the inspection and subsequent file review, it has been determined that
the facility is Compliant with the conditions of the subject permit and approved plans.
Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the
inspection.

Inspection Summary:
Melissa Joyner met with Billy Horne, the current Project Owner of the site. The following were the observations made
during the site inspection. The Wet Pond was not holding water at the time of the inspection. The site appeared to fulfill
the Certification and approved state stormwater plan requirements except that the wetland plants were not installed in
the Wet Pond. This does not appear to impede the performance of the structure as the intenour side slopes are
well -vegetated. The site built upon area is constructed as per the permit and the approved plans. The site is in
compliance.
