The Stormwater Permitting Unit received a complete Stormwater Management Permit Application for Lake
Rim North on June 6, 2011 after multiply additional information requests. Staff review of the plans and
specifications has determined that the project, as proposed, will comply with the Stormwater Regulations
set forth in Title 15A NCAC 2H.1000 and Session Law 2006-246. We are forwarding Permit No.
SW6110502, dated June 7, 2011, for the construction, operation and maintenance of the subject project
and the stormwater BMPs.
This permit shall be effective from the date of issuance until June 6, 2021, and shall be subject to the
conditions and limitations as specified therein. Please pay special attention to the Operation and
Maintenance requirements in this permit. Failure to establish an adequate system for inspection and
maintenance of the stormwater management system will result in future compliance problems.
If any parts, requirements, or limitations contained in this permit are unacceptable, you have the right to
request an adjudicatory hearing upon written request within thirty (30) days following receipt of this permit.
This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina
General Statutes, and filed with the Office of Administrative Hearings, P.O. Drawer 27447, Raleigh, NC
27611-7447. Unless such demands are made this permit shall be final and binding.
This project will be kept on file at the Fayetteville Regional Office. If you have any questions, or need

You indicated that the elevation of the emergency overflow weir shown on the detail was different
than that shown on the front page of the calculations. The elevation on the front page of the
calculations was mistyped. 1 revised the front page of the calculations to match the actual
calculated elevation.
I have attached the revised calculations along with two copies of the revised plan sheets showing
the new pond outlet location. Please let me know if you have any questions.

Method
Find permanent pool dimensions:
0 Iterate dimensions to achieve an acceptable surface area to drainage area ratio
Find temporary pool dimensions:
o Calculate the required treatment volume
o Find the max stage needed to store the treatment volume

Permanent Pool
Pollutant removal within a wet detention basin is dependent upon two integral components -
average depth and permanent pool surface area. Average depth, is a function of the surface
area, total depth, and side slopes, and must be recalculated if any of these dimensions
change. Surface area is directly proportional to the total drainage area by a factor found in a
table in the Manual. To find the factor in the table, the designer must know the percent of
impervious area and the average depth of the permanent pool. Because surface area is
dependent upon average depth, and average depth is dependent upon surface area, it
becomes necessary to iterate pond dimensions to find an acceptable solution. This is an
easy task with a spreadsheet.
As shown in [Table 11 we have chosen dimensions for the Main Pond of 145'x80' and
65'x65' for the forebay. The spreadsheet calculates incremental contour areas and
prismoidal volumes as well as stage and storage values. [Table 1] shows the calculated
values for Permanent Pool Area, Bottom of Shelf Area, Bottom of Pond Area, and Depth.
Permanent Pool Area (PP) = 15,825 sf
Bottom of Shelf Area (BS) = 13,419 sf
Bottom of Pond Area (BP) = 584 sf

We use Table 10-3 in the Manual to find the ratio of surface area to drainage area. Table 10-3 is
fed into the spreadsheet and a ratio is found by double interpolation. Using 8.5 feet as the
average depth and 42.8% as the impervious percentage, a SA/DA ratio of 0.84% is calculated.
SA = DA x 0.0084
SA = 1,880,600 x 0.0084 = 15,820
The surface area of 15,825 sf shown in [Table 11 is acceptable. Regulations also require that
the forebay contain 20% of the permanent pool volume. The chosen dimensions yield a
forebay storage of 18,664 cf and a total permanent pool storage of 91,752 cf. The forebay
contains 20.3% of the total volume and is sized appropriately.
Temporary Pool
Regulations require treatment of the first one inch of rainfall because most common surface
pollutants are carried away within this volume. Surface characteristics reduce the treatment
depth from one inch of rainfall to some particular depth of runoff. This runoff depth — not the
rainfall depth — is then applied to the Drainage Area to compute the runoff volume that must
be treated.
The Simple formula described in Chapter 3 of the Manual is used to calculate the runoff
depth given impervious percentage and drainage area. The depth is multiplied by the total
area and then divided by 12 to get cubic feet of treatment volume (VvQfr)

[Table 1] shows that at stage 19.3, the temporary pool will hold the required treatment
volume.
Draw -Down Orifice
In order to maximize filtration, the temporary pool volume should be completely drained no
sooner than 2 days. However, maximum inundation should be limited to 5 days to reduce
adverse affects on plant life and to free up space for the next storm. Regulations also
require that the treatment volume be discharged at a rate equal to or less than the 1-yr 24-hr
pre -development peak discharge rate.
The standard Orifice Equation is used to determine average flow. The treatment volume is
divided by the average flow to find the draw -down time:

The Rational Method is used to determine the pre -development flow:
Pre -development C = 0.30
Post -development C = 0.50
Drainage Area = 43.2 acres
1-yr 24-hr storm intensity = 0.13 in/hr
Pre -development Q = C i A = 0.30 x 0.13 x 43.2 = 1.7 ft'/sec
Post -development Q = C i A = 0.50 x 0.13 x 43.2 = 2.8 ft3/sec
Flow through the orifice is 0.254 ft3/sec, which is less than the pre -development flow. The
orifice will draw -down the temporary pool volume in 3.1 days, which is meets the 2-5 day
restriction. Therefore, a 3 inch orifice is adequate for this pond.
Overflow Considerations
To find appropriate overflow structures, storms with volumes larger than the treatment
volume must be routed through the pond. To accomplish this, we utilize the SCS TR-20
Method with a Type III storm.

Two overflow risers are used for this pond and both are set at the temporary pool elevation
(19.3). A 4'x4' brick riser carries the majority of the overflow while an 8-inch CMP riser
carries a small portion of the overflow to a level spreader. The 3-inch draw -down orifice is
set at the permanent pool elevation (16.0').

Reference: Soil Scientist Investigation for Stormwater Management
Lake Rim Subdivision
Dear Mr. Kidd,
A site investigation has been conducted for the above referenced project to determine the
depth to evidence of a seasonal high water table in the area proposed for a wet detention basin.
All soil characteristics were described in accordance with the USDA Field Bookfor Describing
and Sampling Soils. This report represents my professional opinion as a Licensed Soil Scientist.
An auger boring was advanced to a depth of 70 inches below ground surface in the
vicinity of the proposed wet detention pond. Soil morphological characteristics indicating a
seasonal high water table (SHWT) were observed at 60 inches and free water in the bore hole
was measured to be 70 inches below surface one hour after the boring was finished. A soil
profile description was collected and is attached to this report. A portion of the proposed site has
significant slope and the depth to the seasonal high water table varies significantly across the
site. The soil boring was located just above a steep drop off toward the creek. As you move
toward the creek (down the hill) the depth to the seasonal high water table decreases until it is
about one foot below surface at the bottom of the slope. It appears that a wet pond could be sited
on the flatter portion of the site but the steep sideslope is not well suited for the intended use.

Currently, this site contains no impervious area. The timber was harvested several years ago and
the site is now grassy meadow. There is a swale running through the property from west to east
and flows into Bones Creek. This swale is designated as a blue -line stream. The site contains
wetlands along the swale and along Bones Creek.
Some of this site is undevelopable resulting in a total built -upon -area of 20%. However, runoff in
only the developed area will be captured. The impervious area will be 42% of the total drainage
area. Runoff will be diverted to streets where it will be collected in a network of catch basins and
piped to a permanent wet detention basin.

Deed Restrictions & Protective Covenances
In accordance with Title 15 NCAC 2H.1000 and S.L. 2006-246, the Stormwater Management Regulations,
deed restrictions and protective covenants are required for High Density Residential Subdivisions where
lots will be subdivided and sold and runoff will be treated in an engineered stormwater control facility. Deed
restrictions and protective covenants are necessary to ensure that the development maintains a "built -upon"
area consistent with the design criteria used to size the stormwater control facility.

The following covenants are intended to ensure ongoing compliance with State Stormwater
Management Permit Number , as issued by the Division of Water Quality under the
Stormwater Management Regulations.
2. The State of North Carolina is made a beneficiary of these covenants to the extent necessary to
maintain compliance with the stormwater management permit.
3. These covenants are to run with the land and be binding on all persons and parties claiming under

4. The covenants pertaining to stormwater may not be altered or rescinded without the express written
consent of the State of North Carolina, Division of Water Quality.
5. Alteration of the drainage as shown on the approved plan may not take place without the concurrence
of the Division of Water Quality.
6. The maximum allowable built -upon area per lot is d 700 square feet. This allotted amount includes
any built -upon area constructed within the lot property boundaries, and that portion of the right-of-way
between the front lot line and the edge of the pavement. Built upon area includes, but is not limited to,
structures, asphalt, concrete, gravel, brick, stone, slate, coquina and parking areas, but does not
include raised, open wood decking, or the water surface of swimming pools.
7. Each lot will maintain a 30 foot wide vegetated buffer between all impervious areas and surface waters.
8. All runoff from the built -upon areas on the lot must drain into the permitted system. This may be
accomplished through a variety of means including roof drain gutters which drain to the street, grading
the lot to drain toward the street, or grading perimeter swales to collect the lot runoff and directing them
into a component of the stormwater collection system. Lots that will naturally drain into the system are
not required to provide these additional rpeasures.

The Division of Water Quality Central Office received a Stormwater Management Permit Application for
the subject project on May 18, 2011. A preliminary review of that information has determined that the
application is not complete. The following information is needed to continue the stormwater review:
I., Please make sure to include Part III: Required Items Checklist of the Wet Detention Basin
Supplement Form. Some items are missing and need to be included with the resubmittal.
2.: Plan sheets need to clearly show proposed contours and final grade.
3. The supplement indicates a vegetated filter strip is provided at the discharge. All vegetated
filter strips must be designed with a level spreader. Please see Chapter 8 - Level Spreader &
Veg. Filter Strip in the BMP manual for more information. Instead of a filter strip the pond
maybe designed for 90% TSS removal.
4. The PPE on the wet detention basin cross section says 165 but should be 159.5 based on the
supplement form. Please revise this number on your resubmittal.
5. 1 A drainage area map was provided but the drainage areas do not correlate with the contours
shown on the plans. Please make sure to show final grade.
6.. Please show contours and grading necessary for all swales on the plans.
7. The plans show 30' setbacks for the surface waters but please make sure they are clearly
labeled.
Please show the rip -rap lined weir for the forebay on the plan view detail for the wet detention
basin.
9. '1he total drainage area and existing BUA were changed from the first submittal. Does this
now include the entire drainage area to the BMP as well as all the BUA? Please clarify why
the numbers were different.

REVIEW LETTER DATED JUNE 1, 2011
Brian,
We have addressed the comments on your last review letter.
1. An additional riser has been added to divert a total of 1.9 cis to the level spreader.
2. The checklist has been revised to show the correct sheet number.
3. Topo lines have are now shown down -slope of the level spreader.
4. The right-angle contours within the pond have been rounded to show a more realistic
grading plan.
5. The outlet structures have been moved to the south side of the pond to increase the flow
path. The flow path distance is now approximately 240 feet.
6. Site topography and wetlands limit the available area for a wet detention basin. Decreasing
the average depth to 7.5 feet would require an increase in surface area. Unfortunately,
there is no room to expand the pond to the required surface area.
7. The top of the pond has been raised. It is now 1 foot above the 100-yr 24-hr max stage.
B. The velocity dissipater detail has been revised to clarify that velocities will be non -erosive.
I have attached two copies of the revised detail sheet, the revised supplement form, and the revised
calculations showing the new pond top elevation.Please let me know if you need any further
information.

The Division of Water Quality Central Office received the additional information requested to complete
the Stormwater Management Permit Application for the subject project on May 31, 2011. A preliminary
review of that information has determined that the application is still not complete. The following
information is needed to continue the stormwater review:
1. The current level spreader design has a peak flow of 0.5 cfs directed to the Level Spreader -
Vegetated Filter Strip (LS-VFS). However, the flow should be 2 cfs since the 10 year storm is
over 2 cfs for the BMP and a wooded buffer is proposed.
2. On the LS-VFS supplement form, the plan sheet indicated for most items is Sheet C26.
However, the one provided is actually C25. Please revise.
3. Please show one foot topo lines between the level spreader lip and the top of the stream bank.
4. Please show contours and final grading for the wet detention that are more realistic of actual
final grade in order to make sure final volumes will be accurate (sharp right angles are not
usually used for grading wet detention basins).
5. Based on the current design, short-circuiting of the stormwater would occur. This is prevented
by making sure the length of the flowpath to width ratio is at least 3:1. Please revise the
design to provide the recommended 3:1 ratio.
6. The average depth for the pond is 8.5 ft. Very deep wet detention basins can become
thermally stratified and/or anoxic and release pollutants back into the water. An average pool
depth of 3 feet to 7.5 feet is recommended as optimal. Please consider revising.
7. One foot of freeboard is required above the max stage. Based on the temporary pool elevation
and the emergency spillway elevation, one foot of freeboard may not be provided. Please
revise on the resubmittal to make sure one foot is provided.
8. Any discharge to wetlands must be non -erosive. Please show with calculations that the
discharge entering to the adjacent wetland is non -erosive (<2 fps).
